They selected and sent a group of rural e-commerce leaders composed of party and government cadres, enterprise personnel, and young people to study and train in places where e-commerce is developed, such as Suichang in Zhejiang Province and Suining in Jiangsu Province. Some e-commerce researchers, Alibaba lecturers, and practical experts were also invited to Zhalantun City to hold symposiums and training courses for cadres at and above the section level and enterprise personnel in the city.

Chen Qiulin has set up more than a dozen e-commerce WeChat groups, including entrepreneurial groups, channel groups, and county magistrates. Zhang Xiurong, a poor household, has benefited from such resource docking. On January 26, 2015, Chen Qiulin invited e-commerce expert Wang Xiangdong to Zhalantun to give a lecture. When investigating the situation of poor groups, they felt that Zhang Xiurong's small workshop-style black fungus planting could use e-commerce to expand the scale and get rid of poverty as soon as possible.

Later, they helped Zhang Xiurong in the first crowdfunding campaign in Inner Mongolia Autonomous region launched with the support of the Youcheng Foundation and the Inner Mongolia Pavilion with Taobao characteristics, successfully raised 121500 yuan, built a hanging bag shed of more than 300square meters, and registered with several poor families to establish the trademarks of "Zhang Aunt Black fungus Professional Cooperative" and "A handful of fungus". Through e-commerce technical training, "a handful of fungus" successfully achieved online sales. Not long ago, Zhang Xiurong happily told Chen Qiulin that "the annual net income is more than 30,000 yuan." Many neighbors found that Zhang Xiurong's youngest son, who was disabled by part-time work, was much more cheerful than before because he could help his family do e-commerce sales.

"in the final analysis, rural e-commerce should benefit farmers and make local industries effective." Chen Qiulin said that major platforms such as Taobao and JD.com mainly do downside industrial products, and the uptrend of agricultural products needs more government promotion. "Agricultural products must not rely on low prices, because they are not sustainable." If the peasants do not earn money, it will be impossible to maintain reproduction. It is necessary to really improve the economic added value of agricultural products and make ordinary people willing to make green products.

In addition to economic benefits, rural e-commerce is also of great significance to "Internet rural areas", "to help farmers understand the world and develop themselves". Chen Qiulin said that in the Youth Entrepreneurship Incubator established by the Tuan Zhalantun Municipal Party Committee, 50% of the youth entrepreneurship projects are related to e-commerce. Even several young people who used to work in state-owned enterprises resigned to start up e-commerce, and some college students returned home one after another to become "new farmers" and began to reinvent their hometown.

At present, Zhalantun City, which has been selected as a comprehensive demonstration county for e-commerce in rural areas, is exploring to combine e-commerce with the construction of public service system, such as increasing the construction of intelligent libraries and charity supermarkets when pilot e-commerce in the community, which is guided by the government in the early stage. in the later stage, the government gradually withdrew, and really realized the market-oriented operation. Chen Qiulin is most happy to have the recognition and support of the common people. At the end of one year's service, due to local retention, the organization decided to send him to serve for another year. "Doctor, service, regiment," Chen Qiulin expects that doctors who serve in different fields in the future will give more play to their role as a team, do more cross-border exchange and resource sharing, and work together to better serve the local community.

It is understood that since 1999, the doctoral Service Corps has successively sent 16 batches of 2426 doctorates to the western region, old revolutionary base areas, and border ethnic minority areas for training, resulting in good economic and social benefits.
