Technical barriers are becoming more and more serious. In recent years, tea importing countries continue to increase tea agricultural residue testing programs to improve the agricultural residue limit standards of imported tea. For example, there are 276 kinds of tea detection items in the positive list system of Agricultural Chemicals residues in Food published in Japan, and the detection limits are all 0.01mg/kg. In 2010, the European Union issued 453 agricultural residue limits for tea, which is 170 more than the pesticide testing items related to tea in the ECT149/2008 decree.

The cost of testing is increasing. European and American tea buyers have stringent requirements and designate international testing institutions such as Europe for tea testing. The routine testing fees for tea samples are as high as more than 5000 yuan, and the annual testing fees for large enterprises are as high as several million yuan.

There is a large investment in base construction and technical transformation. In order to meet the needs of the international market, enterprises need to transform some export bases and factories every year. at present, the commercial department has no financial support for the construction and technological transformation of export bases, and the burden of capital investment is increased.

The risk of international trade has increased. The current international situation is unstable, local wars, tensions and unrest occur from time to time, such as the crisis in Ukraine and the Russian currency crisis have aggravated the risk of tea export.
