It is urgent to eliminate the "policy market" in order to improve the grain price formation mechanism.
The reporter learned in the interview that the grain sector, especially in improving grain import policies and measures, needs to strengthen supply-side structural reform, of which the grain price formation mechanism is the most critical.
People in the industry have given the following suggestions: first, we should reform the grain price formation mechanism, improve China's grain circulation policy, and give full play to the role of the market.
Cheng Guoqiang, a researcher at the Development Research Center of the State Council, said: on the one hand, it is necessary to eliminate "policy cities", repair market mechanisms, establish fair and predictable market-oriented competition rules and order, and give full play to the role of multiple market players. On the other hand, competitiveness-oriented to promote the reduction of costs, the formation of domestic and foreign price equilibrium, to alleviate import pressure. Promote high quality and high price, and optimize the structure of supply and demand.
Ma Wenfeng, a special economic analyst with Xinhua News Agency, said that the sharp decline in domestic grain prices compared with last year was mainly affected by the state's market-oriented reform of corn. With the marketization of grain and falling prices, the state must raise the level of pension for the elderly in rural areas as soon as possible to ensure that total consumption in agricultural areas does not decline sharply, so as to ensure steady economic growth as a whole.
Second, at the level of grain import, it is necessary to gradually improve the right of discourse and pricing. Some people in the industry suggest that leading grain import enterprises should take the lead to absorb enterprises with the highest trade volume and effectively enhance the role of trade associations. For example, the Soybean Association can be led by Cofco and composed of the top 10 enterprises in trade volume, focusing on bargaining, financial risk research and early warning, and strengthening the right to say and set prices.
Third, learn from the experience of the United States, Canada and other countries to reduce grain impurities. Wang Xiuzhong, director of the Agricultural Bureau of Wenshang County, Shandong Province, said that in order to improve the competitiveness of grain, it is necessary to gradually strengthen large-scale operation, reduce grain production costs, promote new agricultural technologies, and use special grain trucks to transport grain to the warehouse after large-scale planting and harvest, so as to reduce impurities produced in the process of grain circulation and improve the grade of grain.
