More than 30% of rural households in circulation across the country

Han Changfu said that in recent years, a large number of agricultural population has turned to the secondary and tertiary industries, and the situation of every household contracting land and farming land has changed greatly, and the separation of the main body of land contract right and the main body of management right is becoming more and more common. As of June this year, more than 70 million of the country's 230 million farmers had transferred land, accounting for more than 30 percent, and the proportion in the developed eastern coastal provinces was even higher, at more than 50 percent.

230 million farmers are still land contractors, but they have transferred a large part of the contracted land and are no longer engaged in agricultural production. Which are the new subjects? Han Changfu said that these new subjects are family farms, farmers' cooperatives and agricultural enterprises. At present, there are more than 2.7 million new main bodies in the country, which are real agricultural producers and operators.

Farmers can withdraw from the contracted land with compensation in accordance with the law.

How to protect the land contract rights of farmers and the management rights of new operators? Han Changfu said: on the one hand, the "opinions" clearly and strictly protect the right to contract, emphasizing the maintenance of the rights and interests of contracted farmers in the use and transfer of contracted land. On the other hand, we should speed up the release of land management rights and give new operators the right to possess, cultivate and obtain corresponding income on the transferred land.

On the issue of farmers withdrawing their land contract rights, Han Changfu said that now that some farmers have gone to the city, if he really has the real will, he can withdraw his contracted land with compensation in accordance with the law. Han Changfu said that it will take a long enough historical process for farmers to withdraw from contracted land. China has a large population in rural areas, and a small number of farmers go to cities with their families. Most of them are young people who work in cities, and their parents and children live in rural areas. Especially in the current situation of great downward pressure on the economy, urban employment is not so loose. When a farmer goes to work in the city and is not stable enough, he should keep his contracted land so that he can advance or retreat, so the exploration should also be prudent.
