Generally speaking, the construction of small towns with agricultural characteristics in Shandong Province is still in the early stage of exploration. The survey found that the construction of the small town shows some characteristics, such as: relying mainly on the traditional industrial foundation of "one town, one product" or "one village, one product", making great efforts to cultivate and strengthen characteristic industries; the main body of construction is mainly undertaken by village collective economic organizations and leading enterprises. The concept of large industrial cluster is integrated into the construction, and the key to the sustainable development of the characteristic town lies in whether the characteristic industry can resist the industry risk, which in turn depends on the integrity and maturity of the industrial chain; pay attention to the use of the surrounding natural and cultural landscape to expand the tourism function of the town Fully explore and use the local characteristic culture and historical tradition to enrich the cultural heritage of the town, such as Yangjiabu, Hanting District, Weifang City, relying on wooden New year paintings and kites for tourism resources development.

It can be found that the construction of characteristic towns plays a prominent role in increasing farmers' income and improving the living environment, and the atmosphere of innovation and entrepreneurship is being formed. For example, the small town of Daji e-commerce in Cao County, Heze City, has effectively promoted the employment of local farmers and increased their income through the development of e-commerce. Wantou Village, Boxing County, Binzhou City, driven by e-commerce leaders, has more than 2000 straw e-commerce practitioners, attracting more than 50 college and secondary school graduates to return home to start their own businesses in the past two years.

The survey found that in the process of building a small town with agricultural characteristics, Shandong also has some shortcomings. For example, small towns based on traditional agriculture have limited early accumulation and insufficient hematopoietic function; agricultural industry has low income and high risk, and is limited in attractiveness to private capital; the development of leisure, tourism, livability and other functions of small towns requires the construction of supporting houses and facilities, while the indicators of non-agricultural land in villages and towns are very scarce; the construction of small towns with characteristics involves multi-departments, a project has to go through multiple departments of approval, and the examination and approval cycle is long. In some places, the understanding is vague, or wait and see, or according to the standard of "one village, one product" and "civilized village", most of them do not regard the construction of small towns as a systematic project; most of the small towns have the problems of lack of industrial characteristics, lack of industry leaders, lack of integration of resources, lack of main body of projects, lack of integration of development; lack of talents in the construction of small towns with characteristics, especially in urgent need of e-commerce trading platform comprehensive services, support services and other talents.

In the future, it is suggested that targeted improvements should be made. First, the influence effect of characteristic industry is regarded as the most important criterion for the selection of characteristic towns. It is suggested that based on the criteria of large correlation, strong drive, huge realistic demand of the market, considerable potential demand in the future, obvious characteristics and outstanding advantages, each small town chooses an industry with characteristics and high degree of aggregation as the main attack direction. to make it a big industry to support its future development.

Fourth, establish a diversified investment and financing mechanism. Innovate the investment and financing mechanism, explore the establishment of industrial funds, low-cost financing, PPP, equity crowdfunding and other financing models, and optimize the allocation of resources in the whole society.

Fifth, innovative financial, land and business support policies. In addition to the financial support for the planning and design of the characteristic town and the supporting infrastructure, the public innovation service platform can be subsidized according to a certain proportion of its investment, and the mass innovation space in the town can be subsidized.
