How many subsidies can farm land transfer get, and what problems should be paid attention to at the same time?

Land transfer, more income for landlords

In December 2015, the Ministry of Finance issued the guidance on supporting the pilot Project of Village-level Collective Economic Development, which proposed that the central finance would select 13 provinces to carry out the pilot project in 2016. On the basis of the two original pilot provinces of Zhejiang and Ningxia, 11 new provinces, Hebei, Liaoning, Jiangsu, Anhui, Jiangxi, Shandong, Henan, Guangdong, Guangxi, Guizhou and Yunnan, will be launched within a certain period of time. This shows that the state's incentive mechanism for land transfer is not limited to policy support, but that the government will provide subsidies to encourage land transfer.

The Ministry of Finance shall provide an one-time subsidy to the circulation and release of land on the basis of mu. The local finance bureau will supply landowners (land rights have been confirmed) according to the standard of 100 yuan per mu. In other words, I have 1000 mu of land, as long as I transfer out, I can get an one-time subsidy of 100000 yuan.

If you want to get a subsidy, you also need to have a transfer threshold.

1. The time of land transfer is more than 3 years. The area of single land transfer is more than 1000 mu (land share cooperatives own more than 300mu).

two。 The price of land transfer is not lower than the annual net income of farmers' direct operation or the benchmark price set by cities and counties, and at the same time ensure the steady growth of the annual income of transferred farmers.

For example, a farmer who owns land has been growing corn, with sales of 2000 yuan per mu, but he needs to subtract planting costs (including agricultural materials, agricultural equipment, etc.) and calculate the cost of contracted land based on his net income. If there is a long time for land transfer, it is also necessary to increase the contract cost of land every year according to the rising local prices.

3. For farms or cooperatives that have obtained an industrial and commercial license, those who need to have a certain exemplary role or scale can give priority to the corresponding subsidy support.

4. Formal land transfer contracts and operational norms for land transfer have been signed. And this contract has legal benefits.

5. Finally, it is also necessary for the local government to attach importance to the land transfer work and be able to arrange the incentive and support funds after the land transfer. This fund is allocated by the Ministry of Finance in the pilot provinces mentioned above, and the provinces not mentioned need to consult the relevant departments in advance.

Land contractors can also receive policy subsidies.

The "three subsidies" of the Ministry of Agriculture, namely, improved seed subsidies, direct subsidies for growing grain and comprehensive subsidies for agricultural materials, have always been the key subsidy projects for farmers to grow grain. In the latest guidance on adjusting and perfecting the three Agricultural subsidy policies issued by the Ministry of Agriculture, it is pointed out that all localities will adjust 20% of the agricultural subsidies, plus the funds for pilot subsidies for large grain growers, and the incremental funds for the "three subsidies". Overall planning is used to support the appropriate scale operation of grain.

In other words, this sum of money is an adjustment made to support the construction of the scale of grain. As long as you transfer a large area of land and grow more food, you can get this subsidy more and faster.

In addition, in the "measures for the Administration of the transfer of Rural Land contracted Management Rights" issued by the Ministry of Agriculture, it is stipulated that the income after land transfer belongs to the contractor. No organization or individual may encroach upon, intercept or withhold.

It shows that the state will protect the planting income of the contractor, and at the same time, the relevant grain subsidies will be changed from the landlord to the contractor. In short, subsidies will be given to whoever grows grain.

In fact, it is not difficult to see the state's determination to build agriculture on a large scale. From previous encouragement to current subsidies, it is the general direction of China's agricultural development in the future to allow more people who know how to farm land to plant more land. Therefore, the family farm model will become a key project supported by the state in the next 5 years!
