The "Agricultural supply-side structural Reform" proposed by the Central Committee in 2016 is the implementation of the supply-side structural adjustment and reform in the agricultural field at the 2015 Central Economic work Conference, and is highly targeted. To solve the various problems on the supply side in our country at the present stage, we should not only pay attention to the structural adjustment of the supply side, but also pay attention to the institutional reform of the supply side, and combine the two organically, so as to achieve both temporary and permanent cure of the supply side problems.

At present, the structural adjustment and reform of China's agricultural supply side need to focus on reform promotion and strategic structural adjustment, not only to organically combine government administrative promotion with reform promotion, but also to organically combine the current agricultural supply-side structural adjustment strategy of "removing inventory, reducing costs, and making up for deficiencies" with agricultural strategic structural adjustment. We should focus on handling the relationship between government guidance and market leadership, and focus on establishing a "four-in-one" agricultural supply-side governance structure of government guidance, market leadership, industry coordination and farmers (enterprises and cooperatives). Make China's agricultural supply-side structure and system meet the needs of globalization, marketization and modern agricultural development as soon as possible.

As far as the current agricultural supply-side reform is concerned, we should focus on promoting the reform in the following three aspects.

First, we will promote the reform of the agricultural regulation and control system and optimize the supply-side governance structure of agriculture. Through the further transformation of government functions and the reform of the performance evaluation system, the basic role of the market in regulating the relationship between supply and demand and leading the behavior of operators should be brought into full play. And at the same time of the transformation of government functions, by empowering and expanding capacity, speed up the development of cross-regional agricultural industry organizations, give full play to the role of industry organizations in production capacity control, supply adjustment, orderly competition, quality control, brand building, information services, price coordination, trade promotion and so on. To establish an agricultural supply-side governance structure with clear responsibilities and complementary functions of the government, the market, the industry and the main body of industrial management.

The second is to promote the reform of the agricultural management system and improve the level of agricultural supply-side management. There are many links and forms in the whole agricultural industry chain, and the cross-domain primary, secondary and tertiary industries are often difficult to be controlled by a management system or an organizational model. Therefore, through the reform of agricultural management system and the optimization of organizational system, we must give full play to the respective functions and institutional advantages of peasant household management, peasant cooperative management, enterprise company management and industry self-coordination, on this basis, the organic combination and integrated innovation of these management systems and their organizations should also be promoted. To form a "four-in-one" modern agricultural management system of family management, cooperative management, corporate management and industry coordination, so as to promote the appropriate scale operation of many types of agriculture and diversified and specialized services, improve the degree of industrial integration, the level of industrialization and the efficiency of vertical integration on the agricultural supply side.

The third is to promote the reform of agricultural factor system and improve the efficiency of agricultural supply-side allocation. First of all, the property right system of rural land and ecological resources is not perfect, which leads to the lack of market transaction and market allocation capacity of land and ecological resources. Secondly, farmers' social security and property rights and interests are incomplete, which leads to the unsmooth flow of agricultural and rural labor force and the distortion of labor price formation. Thirdly, the lag of financial marketization and the incompleteness of farmers' property rights lead to the difficulties of farmers' agricultural credit, mortgage and insurance. The marketization of agricultural production factors lags behind, resulting in a reduction in the allocation efficiency of factors in space and in the industrial chain. For this reason, we must speed up the reform of the market-oriented orientation of factors of production, focusing on further promoting the reform of rural land property rights, farmers' housing system, social security system and rural financial system, and giving farmers more property rights and factor management rights. improve the market's ability and efficiency of allocation of agricultural supply-side production factors.
