The National Agricultural Modernization Plan (2016 / 2020) proposes that the per capita disposable income of rural residents will grow at an average annual rate of more than 6.5% in the next five years to ensure that farmers' income will double that of 2010 in 2020. This reflects the essential requirements of agricultural modernization, that is, through the development of modern agriculture, so that farmers have more, real access. To increase farmers' income, it is necessary to further do a good job in addition and subtraction.

From the perspective of addition, the first is to encourage and support farmers to develop high value-added farming, aim at the new trend of social consumption demand structure adjustment, and produce safe and healthy, fine and high-quality agricultural products with high value content, so as to maximize benefits. The second is to actively promote the integrated development of the primary, secondary and tertiary industries in rural areas, and make use of new mechanisms, new technologies, new business type and new models to achieve agricultural value-added and farmers' income in the industrial linkage. Third, we should aim at backward areas and poor people, aim at the weak links in agriculture, and make use of the necessary forces to continuously increase investment in agriculture so as to make up for the shortcomings of agricultural and rural development. The fourth is to deepen the reform of agricultural and rural systems and mechanisms, and the key aspects of the reform are as follows: first, actively promote the determination of the rights of rural collective assets to households and the joint-stock cooperation system; second, speed up the promotion of rural collective construction land and state-owned construction land with the same access to the market, the same rights and prices, and actively carry out pilot projects of rural land expropriation, collective construction land access to the market, and the reform of the homestead system.

From the perspective of subtraction, the first is to actively promote the process of citizenization of agricultural transfer population, and big cities, medium-sized cities and small cities (towns) should, on the basis of existing policies, further lower the threshold for farmers to enter cities and create institutional conditions for farmers to settle in cities. The second is to encourage and support farmers to reduce agricultural costs and consumption. It is necessary to support farmers' management innovation and technological innovation in terms of policies, save agricultural resources intensively, allocate labor, capital, technology, and soil and water resources scientifically, reduce agricultural operating costs through innovation, and increase agricultural benefits through innovation.
