We will strengthen the convergence of the rural minimum living security system and poverty alleviation and development policies in terms of operating mechanism, management and supervision, with emphasis on making clear provisions on the policy, object, standard, management convergence, and so on.

Jiang Wei, deputy director of the Social Assistance Department of the Ministry of Civil Affairs, said on October 25 that the opinion is to implement the institutional guarantee for rural minimum security to get rid of poverty, and the convergence of the two systems should be normalized and institutionalized to form a policy joint force.

Jiang Wei believes that rural minimum security and poverty alleviation and development are two important fulcrums of the national poverty alleviation strategy. Rural minimum living standard is living assistance, poverty alleviation and development is capacity enhancement; rural minimum security is to maintain survival, and poverty alleviation and development is to promote development. The two complement each other and promote each other.

In the battle to get rid of poverty, how to play the role of rural minimum security? It is understood that since its establishment in 2007, China's rural minimum security system has been advancing in an orderly manner and has been developing in a standardized manner in recent years. For a long time, China's rural minimum security system and poverty alleviation and development system operate independently. As the two most important policy tools on the anti-poverty issue in China, there are still some problems in the object convergence, standard convergence, information sharing and other aspects of the two systems, resulting in the two systems are not closely linked.

The reporter learned that in 2009, the Poverty Alleviation Office of the State Council and the Ministry of Civil Affairs issued a circular on the convergence of the two systems, but the actual operation effect was not satisfactory. The expected goals have not been achieved in terms of object convergence, standard convergence, management services, and so on. The current rural minimum security system undertakes to help a group of poor people who have lost their ability to work out of poverty, the task is very arduous, such a new situation has given birth to the introduction of guidance.

The opinion also puts forward the requirement of "supporting as much as possible" and "protecting as much as possible", which embodies the working principle of seeking truth from facts, implementing policies according to households, precise assistance, and precise rescue, and avoids the opposites and fragmentation of the two systems.

"the opinions first call for strengthening the convergence of policies between rural minimum living standards and poverty alleviation, which includes the spirit of administration according to law and how to maintain policy continuity." Jiang Wei put forward two key words, one is "meet the conditions", that is, poor households who meet the requirements of rural minimum security should be included in the scope of minimum security in accordance with the prescribed procedures; for rural families that meet the conditions for poverty alleviation, they should be included in the scope of establishing archives and cards in accordance with the prescribed procedures, and provide accurate assistance according to different causes of poverty. The two systems should be integrated with each other. The other is the "normative procedure", because these two systems have been implemented for many years and both have certain procedures. For example, the rural minimum security system should prevent it from being included into the scope of the minimum security without going through the verification of the family's financial situation, and it has to go through the necessary procedures such as examination and approval.

In terms of strengthening the connection between the rural minimum living standard and poverty alleviation targets, it is suggested that the verification mechanism of family economic situation should be improved. In real work, the income of some families exceeds the rural minimum security standard, and the family property may not necessarily meet the standard, but if there are disabled or seriously ill patients in the family, the rigid expenditure of this family will be very large, thus affecting the basic life, but can not be included in the scope of rural minimum security.

Jiang Wei pointed out that in order to solve this practical problem, it is suggested that the family financial situation verification mechanism should be improved, not only according to their income or property status, but also due consideration of household expenditure. "at present, the rural minimum security standards in China are formulated by counties and cities as units, and the overall planning efforts at the provincial level are relatively weak. In fact, the rural minimum living standards in many places have been 'averaged' by those of some developed provinces in the east. At present, the minimum living standards in many county-level rural areas in China are lower than those for poverty alleviation. " Jiang Wei said.

It is understood that the two systems of minimum living standard and poverty alleviation have examined the economic situation of families. However, the scope of accounting and calculation methods are not unified, which need to be further clarified. Therefore, in the aspect of strengthening the convergence of standards, the suggestion is to strengthen the overall planning at the provincial level, improve the level of standard-setting, and reduce regional differences. We will ensure that by 2020, all county-level rural minimum security standards in the country will gradually meet the national poverty alleviation standards.

In addition, in terms of management convergence, the opinions put forward three requirements: dynamic management of all rural minimum security objects and filing card households; information sharing by civil affairs departments and poverty alleviation departments at the county level; and strengthening the disclosure of information. consciously accept social and public supervision.
