On December 12, Liu Chujun, chairman of the China Productivity Promotion Center Association of the Ministry of Science and Technology, said that according to the latest figures reported by the Ministry of Commerce, 350,000 rural e-commerce service outlets had been built nationwide by the end of the third quarter of 2016, covering more than half of the administrative villages in the country. Liu Yulan said in a speech at the annual summit forum on the implementation of the Guiding Opinions on Accelerating the Development of Rural E-commerce held by the State Council in Beijing that since 2014, China has promoted rural e-commerce for more than two years, and its development shows three characteristics: the accelerated formation of rural e-commerce policy system, the formation of diversified competition pattern, and the development process of rural e-commerce obviously faster than expected.

Liu Yulan said that the pattern of diversified competition comes from the penetration of e-commerce giants such as Alibaba and Jingdong, the high-profile entry of "national teams" such as China Post, and nearly 20 listed companies related to agriculture to carry out rural e-commerce business. This pattern of diversified competition began to take shape, making rural e-commerce break through the dilemma. It is conservatively estimated that there are more than 1000 local rural e-commerce platforms nationwide. With the rapid expansion of rural e-commerce coverage, rural e-commerce consumption is also increasing rapidly. Statistics show that on the basis of 353 billion yuan in 2015, rural online shopping scale reached 316 billion yuan in the first half of 2016.

During the forum, channel partners and suppliers who have been committed to deepening China's rural market have formally signed contracts with happy farmers to form brand cooperation alliances and jointly promote the development of rural e-commerce in China. Chen Qiang, chairman of Beijing Happy Farm Technology Co., Ltd., introduced that as the new rural e-commerce chain enterprise with the fastest development speed in China, Happy Farm takes "rebuilding the rural commercial ecosystem" as the starting point and "building the most valuable Internet rural commercial resource integration platform in China" as its own responsibility. By integrating the commercial resources of traditional supermarkets in rural areas, it provides diversified commercial services for rural areas. It is reported that Happy Farm has completed the network development of nearly 100 county subsidiaries in Hebei, Henan, Anhui and Inner Mongolia provinces, and the market layout of nearly 2000 rural franchised supermarkets.
