"whether the countryside is rich or not lies in the branch; whether the branch is strong or not lies in the monitor." since Liu Changhai became secretary of the party branch in Fuquan Village, Liu Changhai started with the construction of the leading group, making everyone think and work hard in one place. He acted fairly and impartially, took the lead in adhering to democratic decision-making, and set up "three deliberative organizations" in the village, namely, the party members' representative council, the villagers' representative council, and the villagers' financial management group, to jointly participate in decision-making on major issues, making all kinds of work at the village level more open and transparent, and the recognition of the masses increased significantly.

In order to speed up the villagers' wealth and income and promote the development of village-level industry, in 2004, Liu Changhai took the lead in organizing 200 farmers to set up the Mengdong Kudi River Potato processing Association, which mainly produces hand-beat noodles. In 2007, "Kudi River hand Pop Powder" was registered as a pollution-free agricultural product. In 2008, it passed the national certification and won the green certificate of hand paddle powder, and won the excellent product award at the Inner Mongolia Green Food Expo. In 2015, Fuquan Village invested 2.7 million yuan in facilities and equipment for hand-peeling flour to carry out upgrading. At present, nearly 200 workshops and 340 farmers in the village have joined the village to set up potato deep processing enterprises, with a cumulative output value of more than 40 million yuan. The per capita net income has increased from a few hundred yuan to 22060 yuan.

With a breakthrough in industrial development, Liu Changhai has a bold idea of "building a new village and beautifying the environment." Fuquan Village New Village was completed in 2013, with clinics, cultural activity rooms, book reading rooms, convenience supermarkets, kindergartens, fitness squares and other ancillary facilities in the village, and a welfare home for the aged was built to solve the life problems of vulnerable groups in the village, such as the elderly, the weak, the sick and the disabled. In 2014, Fuquan Village launched the construction project of "Beautiful Countryside", and the village took on a new look.

Under the leadership of Liu Changhai, Fuquan Village has undergone tremendous changes and has been rated as a pilot village for new rural construction at the autonomous region level. now, the people of the whole village are making great strides on the road of development.
