Cheng Guoqiang, a researcher at the Development Research Center of the State Council, suggested in his report on "Several Problems in the Reform of Grain Storage and Storage System" that preparations should be made to adjust the minimum purchase price of wheat in 2018, and the minimum purchase price should be lowered by 0.03 yuan/catty to 1.15 yuan/catty. Since 2018, the implementation of the minimum purchase price policy for early indica rice will be suspended, and the minimum purchase price for japonica rice will be further lowered by 0.1 yuan to 1.4 yuan; the price of mid-late indica rice will be further lowered by 0.06 yuan/catty to 1.3 yuan/catty; and in 2019, the price level will be further lowered according to the price adjustment of indica rice and the overall grain supply and demand situation.

Subsequently, the price of wheat in 2018 announced by the National Development and Reform Commission in October was exactly the same as that predicted by Dr. Cheng Guoqiang. Therefore, this proposal was recently re-turned out. Some self-media reports that did not know the real situation directly reported that the state cancelled the early rice market in 2018.

Therefore, specific policies have to wait for the release of national policies.

In addition, from a personal understanding point of view, although the policy has not been announced, but many things are groundless, since there are expert suggestions, the possibility of cancellation next year should be relatively large.

In fact, under China's policy of supporting the market for many years, China's grain stocks have been rising year after year. Correspondingly, grain imports are also increasing, and the gap in the field of high-end grain and oil consumption is increasing day by day. Although the state gradually strengthens the control over grain quality in the acquisition and changes the previous mixed harvest situation, the effect is not obvious. Grain production "weight is not heavy" has become an iron fence restricting the upgrading of China's grain industry. A large amount of grain cannot be smoothly delivered from the warehouse, and gradually changes from new grain to old grain.

According to the data from Zhuochuang Information, an industry organization, as of August 2017, the total inventory of rice in China's grain depots reached more than 120 million tons, and the pattern of supply exceeding demand was obvious. In the minimum purchase price of rice announced by the state in 2017, early indica rice has been lowered for two consecutive years, and mid-late rice has also been lowered for the first time since the implementation of this policy for 14 years.
