On June 12, accompanied by a slight drizzle, our team, composed of more than 20 media, including Xinhua Daily Telegraph, China Radio and Television International online, People's Daily, Minsheng Weekly, China Economic Weekly, set out from Yinjiang County to Langxi Town.

Along Provincial Highway 304, the winding mountain road spreads all the way from the foot of the mountain to halfway up the mountain, only to see the undulating stone corners and leafy fruit groves growing one after another. Hundreds of thousands of peach, citrus and plum trees compete to hang fruit in the mountains, and the ripe fruit seems to be about to bend the branches. Half an hour later, a clean and tidy wide road appeared in front of us, the river near the highway was clear and visible to the bottom, and the green ecological barrier added the mystery of nature to the tranquil town of Langxi.

Langxi Town, located in the subtropical plateau mountain area, is a typical karst landform, the ecology is very fragile, rocky desertification has been more serious.

"in the past, when we planted grain on the rocky mountains, the annual harvest was not enough for our family to eat, and the rest had to rely on government assistance. It was really a big slope in spring and a few baskets in autumn harvest." So said Xiao Zhao, a local villager in Langxi town.

In order to change the economic poverty caused by rocky desertification, villagers in Langxi Town, under the leadership of the local government, began large-scale activities of returning farmland to forests, closing mountains for afforestation and afforestation since the end of the last century. The villagers made ridges with broken stones to transform the barren hillside into a terrace, which is a typical "slope-to-ladder" in the town of Langxi in the Yinjiang River. The relevant person in charge of Langxi Town, Yinjiang County, introduced to us that the villagers transformed the steep and fragmented slope soil into a terrace soil, and piled them into ridges with broken stones, and through the procedures of covering grass, cow dung, loess, and so on, they restored the stone nest and stone seams into available arable land, and then planted citrus, peaches, plums and other fruits suitable for the Yinjiang climate in the terraced soil.

It is understood that in recent years, through measures such as "changing slopes into ladders" and "cultivating soil and increasing land", Langxi Town in Yinjiang County has restored a total of more than 1100 mu of lost cultivated land, which has not only effectively controlled and reduced soil erosion, but also improved the utilization efficiency of cultivated land to the maximum extent. At the same time, the governments at the two levels of Yinjiang County and town strongly supported the local development of economic and fruit forests according to local conditions, distributed seedlings to villagers free of charge and invested a total of more than 600,000 yuan in project funds, and improved more than 2000 mu of fine fruit varieties. Today, the town of Langxi has changed from stone mountain to green mountain and green mountain to Jinshan after changing from slope to ladder. And the forest coverage of the whole town has also changed from 10% in the past to 70%. The fruit forests all over the mountains have turned the barren hills of Langxi Town into a veritable "flower and fruit mountain", and the former barren slopes have also become today's terraced soil, growing the "fruits of getting rich" of the villagers.

"there are tens of thousands of yuan in income from planting fruit trees every year." Tian Ruzhi, a villager of Langxi Town, said happily that it can be seen that the "green economy" of survival has enabled the villagers to live a good life.

As the first batch of national ecological civilization experimental areas, Guizhou Province has established a rocky desertification grade index system in China for the first time and issued China's first provincial regulations on the construction of ecological civilization in order to effectively control rocky desertification. As the most typical area of rocky desertification in Guizhou, Yinjiang County has also found a new way for other rocky desertification areas in Guizhou to get rid of poverty, and has become a vivid sample of the road of ecological civilization construction in Guizhou.

In 2008, the county implemented "planting tea on the top of the mountain, growing fruit on the hillside, and farming at the foot of the mountain" in the rocky desertification area; in 2014, the fine fruit of Yinjiang Langxi successfully registered with the State Administration for Industry and Commerce "Fanjingshan Health Citrus", "Fanjingshan Golden fragrant Orange", "Fanjingshan Hongxiang Pomelo" and other brands. Peaches, plums, oranges and other fruit forests that people once planted in stone crevices and nests have an output value of 7 million yuan and a per capita income of 8500 yuan. In 2016, the total output value of Yinjiang county was 9.053 billion yuan, the total financial revenue was 545 million yuan, and the public budget income was 272 million yuan. The total industrial output value reached 3.95 billion yuan. Among them, the per capita disposable income of urban and rural residents reached 23971 yuan and 7352 yuan respectively, and the comprehensive evaluation of economic development ranked seventh among the 15 Class A counties in the province's county third phalanx and the first among the three similar counties in the city. It can be said that the implementation of the "slope change ladder" in Yinjiang County is undoubtedly a solid step on the main battlefield of getting rid of poverty caused by rocky desertification in Tongren City.

It is reported that this year is the beginning of the decisive stage of building a moderately prosperous society in an all-round way, and the 13th five-year Plan also defines the timetable and road map for winning the battle against poverty. In accordance with the basic requirements of precise poverty alleviation and poverty alleviation, the Plan takes measures in accordance with local conditions and implements policies according to categories, and refines the relevant paths and measures from eight aspects. Focusing on reality, Yinjiang County will further deepen, refine and specify the key points of poverty alleviation and poverty alleviation in accordance with this plan. According to the propaganda Department of the Yinjiang County Party Committee, in 2017, Yinjiang County plans to reduce poverty by 8400 people, remove 89 poor villages under its jurisdiction, increase the growth rate of per capita disposable income of rural residents, and reduce the incidence of poverty to less than 8.3%.
