Let's go back to the scene ten years ago, that is, the moment when the two sides of the strait began hot agricultural exchanges after the Lianhu meeting, and it was also the time and space background of the first wave of Taiwan businessmen swarming to "sell fruit." the Kuomintang returned to power in 2008, and the over-production and slow-selling of willow occurred at the end of the year, and the platform of the Kuomintang and the Communist Party of China launched the policy procurement of overproduced and unsalable agricultural products from Taiwan.

At that time, the procurement quantity signed was 3000 metric tons, and the executive unit, Taiwan, was the Taipei Agricultural products Transportation and Marketing Co., Ltd., while the other side was a member of the all-China Cooperative supply and Marketing Federation, that is, official and private "fruit companies" from all over the country.

As a result, the willow sold less than 3000 metric tons, and the following year (2010), bananas were overproduced and slow to sell (see table below), and the bilateral extension contract used up the purchase quota. The largest policy procurement of fruits from Taiwan in history is the beginning of the follow-up policy procurement of various types of commodities from Taiwan!

Tainan and Chiayi extend along both sides of Taiwan's third-lane highway to Yunlin Gukeng, which used to be the largest producing area of Liuding, but it is still the same today, but more farmers have switched to growing Maogu mandarin under the guidance of agricultural administrative units. Maogu mandarin has also accidentally become another hot product for export to the Chinese market, but this has nothing to do with policy procurement.

The interesting phenomenon of Liu Ding is that when the Kuomintang and the Communist Party platform launched the first large-scale policy procurement, it was regarded as a very important "touchstone". Chen Wuxiong, chairman of the Council of Agriculture at that time, took the knife personally. On the other side, the Ministry of Agriculture, the Ministry of Commerce, the all-China Cooperative supply and Marketing Federation and other "ministry-level" units also paid close attention to this initial purchase. However, due to the dual influence of domestic production and marketing adjustment and "the Chinese side does not know how to sell willow", the actual export volume of about 1300 metric tons ended up.

The variety of willow is not a "suitable product for export" in the first place, not because Taiwan's willow is not good enough, but because there are too many choices of "citrus" products from abroad. Taiwan's willow is not the main variety for export, and it is very strange to foreign buyers.

The purchase of covered bananas failed, "dealing with politics" sacrificed farmers' rights and interests.

From a commercial point of view, banana policy procurement can be said to be a completely failed trade practice; the buyer does not make money, the seller does not have access to the market, and the government and the enforcement unit take the blame. It was not until the whole public opinion reversed in 2014 that it gradually came to the surface and became known to the public.

However, the export drama of willow and banana reflects the great strategic goal set by China's Taiwan system at the beginning: publicity is more important than everything else! In the end, in terms of the essence of the follow-up, we can only say that no one on the Taiwan side has seriously thought about how to take this opportunity to really open the market.
