There has been an imbalance between production and marketing of cabbage for years, and in November last year it fell below the auction price of NT $2 or NT $3 per kilogram. Although the average price has rebounded to more than NT $10 per kilogram, the problem of production and marketing in the future is still a hidden worry. In response, the Council of Agriculture introduced a registration system for the cultivation of cabbage, in which farmers can receive an income guarantee of up to two hectares as long as they register the planting area, and mating processors and exporters can buy it for 6 yuan per kilogram. The last resort is a ploughing hoe, and the government guarantees a subsidy of 100,000 yuan per hectare. Implementation is expected to begin in mid-late February.

In the past, the Agriculture and Food Administration estimated that the domestic demand for cabbage was 180 hectares per ten days, and used this as a standard to issue an over-warning notice. However, the planting registration system launched this time does not set a registration ceiling. If it exceeds 180 hectares in that ten days, farmers can still register and guarantee their income of two hectares. Will this deepen farmers' willingness to enter the field for planting?. Chen Jizhong, chairman of the Council of Agriculture, stressed that when farmers come to register, they will inform them of the current overplanting. "the farmer will evaluate himself, and if it is not cost-effective, he will not continue to plant."

Chen Jizhong said that the government has about 75% to 80% of the seedling data, because some of them are not produced by nursery operators, but the data of the Council of Agriculture will be revised to estimate the remaining 20%, and estimate the amount of planting area per ten days.

Chen Jizhong stressed that the income registration system for cabbage was not formulated by the Council of Agriculture itself, but was formed from the bottom up, gathering the opinions of the directors-general of various peasant associations. The production registration system not only provides the guarantee of farmers' income, "the purpose behind the registration system is the production of export varieties, the promotion of production and marketing resumes, and the intention of improving the quality of production."

Chen said that the planting registration system hopes that farmers will not concentrate on planting at the same time, and the Council of Agriculture also cooperates with seedling operators to issue early warning notices one month before farmers plant. If farmers continue to register for planting, they will mediate processing and export to ensure a purchase price of 6 yuan per kilogram. If the falling prices of cabbage can no longer be solved, stronger measures will be taken to maintain market prices, hoping not to see an imbalance between production and marketing.

Chen Jizhong pointed out that the resolution of the National Agricultural Conference is that all farmers who receive subsidies in the future will come to register, and the policy will move in this direction. Only by registering production can we accurately understand what kind of crops farmers produce, what they need, and what problems they have, and then Taiwan's agricultural problems will gradually decrease.
