Cai Zhengxun, spokesman for the Miaoli County Environmental Protection Bureau, said that the statistics of household kitchen waste (generally waste) in Miaoli County is 41 tons, and the raw food waste in some areas is not classified. After the cleaning teams of the 18 township public offices have returned the waste, they will use the kitchen waste as composting in the composting grounds of their respective township public offices, while the kitchen waste recovered from the food listening (institutions) is 66 tons, which is usually recooked and fed to pigs by pig farmers, which add up to about 107 tons.

Miaoli County has a total of 127 black pig farms, ranking sixth in Taiwan. If pig raising with food waste is banned in the future, how will Miaoli County respond? At present, 41 tons of household food waste is treated by an average of about 2.7 tons per public office, plus 66 tons from public institutions. The Environmental Protection Bureau estimates that each public office can handle up to 10 tons. In the long run, incinerator removal is still necessary.

As to whether the burning of kitchen waste in the incinerator produces dioxin, Tsai said that the production of dioxin is mainly due to the combustion of combined plastics. Hsinchu County: household waste is 30 tons per day, but many kitchen wastes cannot be controlled by self-circulation.

Luo Shichen, deputy director of the Hsinchu County Environmental Protection Bureau, said that at present, the household recycling (general waste) of the cleaning team is 30 tons per day, but the true amount is higher than this, because there is a lot of food waste that cannot be calculated and circulated in pig farms. It comes from both households and restaurants.

Luo explained that because of the rural lifestyle in Hsinchu, many households feed their own food waste to chickens and ducks, and even many pig farms put a bucket nearby. People around them pour their food waste into buckets after eating at seven or eight o'clock, and pig farms take the buckets to the pigs. Generally, garbage collection is at four or five o'clock, and they can't get it at all. If it is in the city center or in the Zhubei community, the cleaning team will get it better.

Before July last year (2018), the food waste collected was sent to a composting plant under its jurisdiction for disposal, which could digest 20 tons a day. In the middle of the year, due to the refurbishment of the equipment, the operation is now suspended and all is handed over to the pig farmers. At present, restaurant operators also hand over their food waste to pig farms that have applied for "reuse check."

The composting yard is currently under repair, and there is no incinerator, so if you enter the kitchen waste, you can only dig holes and bury it.

There are 215 pig farms in Hsinchu County, ranking third in the country. In the past, food waste was highly dependent on the elimination of the pig industry. If there is a total ban on raising pigs with food waste, how will Hsinchu County respond? Luo said that after the fertilizer plant has been renovated, it can handle up to 60 tons per day, but this will not start operation until July this year (2019). If it is forbidden to raise pigs with food waste before this, and there is no incinerator within the jurisdiction, it may be dehydrated first and then dig holes for burial. As for the removal of food waste, Luo said frankly, "We are actually very upset about what we can do."

Luo said that there are mostly small pig farms in Hsinchu County. when an equipment inspection was conducted in December last year, pig farmers all had cooking equipment, and they all applied for animal husbandry registration with agricultural administrative units. "traditionally, they (pig farmers) must cook, because if they don't cook his pig, they will get sick, and pig farmers will want him to grow healthily." However, the number of breeding heads of these small pig farmers is only more than 20 or 50, and now they have to pass the reuse check, and there are a lot of documents submitted and registered on the Internet, which small pig farmers simply cannot bring up. Luo said that at present, during the first inspection, the Environmental Protection Agency had a preliminary understanding of the situation of various pig farms, but now it is constantly promoting it.
