Since the implementation of green environmental payment for land for one year, the dual system of direct payment for rice cultivation and purchase of public grain at guaranteed price has aroused doubts from the outside world, resulting in an increase in rice production, an explosion of public grain, and even a drop in market prices. In response, scholars at the policy symposium on the 18th pointed out that compared with last year's second rice crop yield increased by 23.2%, of which climate factors accounted for 23.1%, which had little to do with policy.

Lin Chuanqi, head of the Food Industry Group of the Food and Agriculture Administration, said that this year's increase in unit area has led to an increase in total output of 230,000 metric tons. In addition, the annual fixed overproduction of rice by 200,000 metric tons has led to market prices not meeting expectations. The Deputy Director of Agriculture and Food Administration, Mr Chong Lao-tat, explained that China's rice production exceeded 200,000 tonnes per year, which translates to an area of about 30,000 hectares. Apart from reducing production, converting to cultivation and exporting, high value-added products should be developed.

Although it is difficult to solve the problem of rice overproduction structure, the Agricultural Food Administration will continue to expand its green land subsidies next year. In the direct payment of rice cultivation, agricultural land verified by production and marketing records will be included. In order to improve the quality of rice, organic and friendly farmers with production and marketing records can receive an additional NT$3000 per hectare per crop. Zhuang Laoda explained that the green environment for the land is to consider the versatility of farmland, including soil fertility, water conservation are a ring, rather than product subsidies,"according to the contribution to the land, the more stacked rewards."

Zhuang Laoda pointed out that "the government should guarantee farmers 'income, not the price of agricultural products, which are two different things." The discussion starts with the implementation of income guarantee from rice, the government guarantees the minimum income per hectare,"the price follows the market mechanism, and the farmer's care is treated with income guarantee."

Agriculture and Food Administration: According to the contribution to land, the more rewards stacked,

Zhuang Laoda said,"It's not a good way to reward products." Since the payment of green environment to the land is to consider the versatility of agricultural land, including soil fertility and water conservation, the target is not just products. So in addition to crop subsidies, organic, friendly management gives additional rewards,"the more rewards stack up based on contribution to the land."

Zhuang Laoda pointed out that continuous thinking is decoupled from production, and at present, only 318,000 hectares of green environment payment area is in line with the land, but the domestic agricultural area is 600,000 hectares. In the future, it is considered to expand the non-base period year and apply it nationwide. "The government should guarantee farmers 'income, not the price of agricultural products. These are two different things." The discussion starts with the implementation of income guarantee from rice, the government guarantees the minimum income per hectare,"the price follows the market mechanism, and the farmer's care is treated with income guarantee."

Lin Chuanqi said that the green environment payment for land is a stacked subsidy concept, which adopts gradual adjustment. In the future, the land plan will set up agricultural development areas. The green environment payment for land will also be discussed to be expanded to non-base years, which will be included in the concept of agricultural land. The use of agricultural land will be restricted, and a certain degree of compensation will be given, gradually moving towards the direction of production decoupling.
