In the western Netherlands, the metropolitan area of Amsterdam, the Hague, Rotterdam and Utrecht, which combines several major cities, is home to more than 1x3 people in the country. However, in the center of the urban agglomeration, there is a large agricultural belt of about 1800 square kilometers, called "Green Heart".

The "green heart" is low-lying, with 90% of the land below sea level, and swamps and lakes densely covered with lakes. Since ancient times, residents must cooperate to build embankments and fields, plant forage grass and raise cattle, and make the most appropriate planning and use of every inch of hard-won land.

After World War II, in the face of a large number of reconstruction projects and population growth, how to produce enough food and how to build enough houses have become two urgent challenges for the Dutch government. After compromise, the "green heart" is retained as an agricultural production belt, and the periphery is left for urban development to build houses, so as to maintain the integrity of the agricultural area, facilitate production, centralize the metropolitan area, and facilitate the provision of public services, which has become an important strategy of Dutch territorial planning.

In the final analysis, a green heart is only a concept. There is no clear geographical boundary and there is no administrative unit responsible for it. The issues involved are broad and deep. "preserving a green heart" cannot be achieved by a top-down policy. Mr. Bart Vink is a senior official in charge of territorial planning at the Ministry of Environmental Construction in the Netherlands. We asked him what is the key to the success of Green Heart. He said:

"Green Heart is the result of cooperation between the people and the government. First of all, there should be a vision that everyone can agree with and understand; there should be norms to form an environment for the implementation of the vision; and finally, there should be an investment plan to make the vision come true. Vision, regulation and planning must be closely integrated. The success of the green heart concept lies in that it is deeply rooted in the hearts of the people, not because the government has listed it as a policy. "deeply rooted in the hearts of the people" is the most important key.
