※ Revelation of the small stump on the facade
In 2013, there was a small stump of Ganoderma lucidum at the school gate, which was pointed out by the Taiwan Tree Protection Association that "this is the facade of Chung Hsing University"; it also pointed out that fungal diseases caused by hard soil are common urban tree problems in Taiwan. The NCHU Student Government of the National Chung Hsing University pointed out in an article at the time that trees were the life of Hsing Tai that the reason for the disease was that "there was no cure" and that Hsing Tai, as a school that started out as an agricultural and forestry school and trained agricultural and forestry talents, had a deep affection for trees. Extensive discussions and disputes among classmates and alumni also attracted mainstream media coverage.
After so long, the structural problem is still: how to trim it? What's the right transplant? What tree-related stewardship matters need to be regulated?

Yongfeng Food and Agriculture Safety Inspection Building project is in full swing. According to reports, more than 10 trees in the immediate vicinity of the site had to be transplanted, but all of them were decapitated during the summer growing season, when root nutrients were insufficient, waiting for transplantation. We subjectively believe that the operator was not intentional, and therefore argue that he should not be held liable. However, how to make the campus trees ideal protection, establish progressive and benchmarking practices, requires a lot of detailed specifications and operational guidelines.
Without these norms, the technical staff of the contractor school would not know how to satisfy public opinion; but if the school took responsibility for this norm and provided guidance, there would not be another tree incident that could not be held accountable because of construction or illness.
Evidence-based self-discipline: establishing campus regulations
We can cite the above three examples to illustrate how these measures are regulated.
Taking the facade incident as an example, the school must pay attention to the hardness of the soil when designing and "transplanting"; it may be possible to detect problems early during "periodic risk index survey of sample areas"; it can also observe "correct pruning methods" during pruning to avoid fungal infection as much as possible; and it must also observe relevant "removal regulations and reports" before removing trees.
Take the decapitation incident as an example. If this batch of dozens of trees needs to be transplanted, it should be completed before the end of spring. If the manufacturer, as required, put forward the "campus project planting and transplanting plan" after the engineering design, and carry out the "correct transplanting treatment" in the "appropriate season", then the situation of the wrong season in this summer will not happen again.
In the case of the Vienna Forest project, for example, planting impact plans should be submitted early in the design planning process and reviewed before they can be transplanted. "September 9 Discussion on Tree Management in Schools" Statement of Sustainable Society (2016/9/24)
On the afternoon of September 9, the Society held a discussion with Chen Dexun, Director of the Secretary Office of the University, Liao Shunyou, the Special Committee of the General Affairs Department, and the administrative staff of the Affairs Department of the University. However, there was no concrete result in the process.

The Society has always emphasized #cooperation instead of conflict, but #Director Secretary has constantly avoided discussion, unable to enter into the impact, preliminary assessment and practical discussion of formulating the "campus tree management method". Instead, he has made irrelevant analogies and even used the "thank you advice" of administrative officials as a shield. He has not replied to the "principle" of the Society's approach to discussion. Leader Liao Shunyou emphasized that "the chairman's decision is authoritative" with procedural questions, but ignored that students and teachers could not effectively discuss the unequal relationship between administrative power; he even accused the Society of asking Chen Zhumi to answer the question of "talking about the key points" as a "personal attack." We deeply regret this misfocused communication, which seems to be a naked show of paternal authority and ignorance among school bureaucrats. The only discussion that has continued is that the General Services Committee has indicated that it can discuss with frontline executives whether to establish a method.
※ School ostrich mentality, unwilling to promote principled norms
We acknowledge the efforts made by the General Affairs Office in the past to manage trees on campus, including risk investigation, listing and consulting teachers. The tree pruning standards in the school procurement contract have been implemented for many years, although they are not standard in principle, they are progress. However, our suggestion #to standardize the principled approach according to the existing conditions, including the existing procedures within the General Affairs Office, the provisions to be included in the procurement contract, the implementation of dangerous wood survey and campus tree logging on a regular or irregular basis in the future, was ruled out by the Director Secretary. Therefore, it is believed that the promotion and discussion of this method is no longer in the communication between the school and the school, but the school is unwilling to face the management negligence that has occurred.

At the same time, the school still pretends that in response to the decapitation of the food and agricultural safety inspection building contracted by Liming Construction Yongfeng "in-kind donation", the school has no direct contractual relationship with the contractor, so it cannot manage the tree matters, and has not responded pragmatically to how to avoid the recurrence of tree related matters in the future; Only the implementation of the campus tree management method at #National Chung Hsing University can ensure that every tree on campus is fully protected under the campus autonomy regulations, rather than simply fulfilling responsibilities through individual contracts. We sincerely hope that such incidents will never happen again. However, without institutional and principled self-government laws and regulations, how will National Chung Hsing University, which has already recorded many incidents such as the facade incident, the Vienna Forest incident, the Wisdom Tower incident, and this incident, win the trust of students, the public concerned about tree protection, and taxpayers in the future?
※ Public attention to campus trees, ten thousand people to supervise
Campus tree stewardship has become a public issue, with 9700 people reaching out to our affiliate campaign and 5000 sharing stories. It was regrettable that the meeting did not have any specific commitments or direction. #The only appeal of the Sustainable Society is to establish a campus tree management method. For the follow-up campus policy communication, the Society proposes the following two feasible paths:
1. Make public past administrative achievements and sort out past and existing practices
It is recommended that the General Affairs Office disclose the documents in the past administrative achievements, including dangerous tree investigation, pruning operations, etc. In view of the possibility of formulating autonomous measures, the paper on "Evaluation of the Development of Measures for the Management of Trees on Campus", which covers 11 key points listed in the Bill, includes: (1) the relevant practices already implemented;(2) reviewing the room for improvement and proposing possible directions for provisions; and (3) assessing the feasibility, cost and administrative burden of the Bill. Through the publication of an organized document, students, the General Affairs Office, the Society and interested parties can discuss the contents of the draft that they have studied, expected results and administrative affordability on an equal basis.
II. Handling public hearings
A public hearing on "Developing and Formulating Measures for Tree Management on Campus" was held to implement student participation, two-way communication and democratic discussion, and relevant teachers and concerned students were invited to attend.
We hope to achieve the conditions of information equivalence through the discussion of specific materials and public hearings, and implement campus democracy and tree protection. We repeatedly emphasize the principle, declarative and public nature of the measures, and discuss the cost, administrative burden and enforceability of specific measures. Finally, it promotes the development of campus space into a friendly and safe urban forest environment.
