Looking back, the agricultural reform farm in Tainan District of the Council of Agriculture wrote a special article on the adjustment of the production and marketing structure of garlic as early as 2000, which pointed out that the price of garlic fluctuated sharply, and the planting area increased every other year when the price was good. There have been extreme prices of 4.70 yuan per kilogram (2.82 yuan per jin) and 170.7 yuan (102.5 yuan per jin). It is suggested that agricultural administrative units thoroughly implement the registration system, set up production and marketing classes to jointly operate marketing, and so on. After 15 years, the character of the peasants has not changed, and the agricultural administrative units are still only putting out the fire.

In this regard, Yunlin County also has something to say. The staff of the county government said that the estimated area would be excessive every year, and horse racing lights would be played on the network and television. They asked the leaders of the agricultural groups in various villages and towns to tell the farmers not to plant any more, "but the farmers did not listen at all." in the original system, only farmers who were honestly registered would have subsidies for agricultural losses in the future, but as long as they talked about subsidies, the people would put pressure on them, and all of them would be rewarded, and some farmers were in the mood that "the government will do it anyway." It will be planted when the price is good.

In terms of production and marketing, due to the invisibility of the key role "peasant association", farmers can only be slaughtered by the merchants for a long time. Zhang Yuxuan, director-general of the Qiantong Peasants' Association, said that unlike other vegetables, garlic rarely enters the auction market and is mostly controlled by five or six local merchants. The Tuku Peasant Association in Yunlin County has made no secret of saying that since the peasant association is responsible for its own profits and losses, it is "unable to account for the loss to the council." it has received a loss before, and it will not take the initiative to accept it unless the central government allocates a budget to entrust a purchase.

To promote the deed and auction market, the paulownia farmers' association will find a new way out.
