Yutiandi Co., Ltd., which has long been concerned about the use of pesticides in China, released pesticide use statistics last week. Compared with 2012, the overall pesticide use increased slightly by 2%, with a total consumption of about 42,000 tons, with the largest increase in fungicides, which grew by 8%. According to Fang Liping, general manager of Yutiandi Company, the morning platform in May and June last year was mixed with torrential rain, and there were many rain bacteria, so the use of pesticides decreased and fungicides increased. Although the revitalization of fallow land was promoted last year, most farmers grow rice, and Taiwan's pesticides are still dominated by fruits and vegetables, so compared with the past decade, last year, although slightly increased, it is still in a stable range.

The Animal and Plant Disease Prevention and Quarantine Bureau of the Council of Agriculture entrusts the Taiwan Plant Protection Industry Association to investigate pesticide sales figures with various pesticide factories every year. The sales volume is calculated on the basis of the weight of pesticide products, and the sales amount is based on the ex-factory price.

According to the report, the total use of pesticides last year was 40, 1668 tons, with sales of about NT $7.6 billion, a slight increase of 2% compared with 2012. As in previous years, the most commonly used pesticide category for farmers is pesticides, followed by herbicides and fungicides. It is worth noting that fungicides were the main reason for driving up pesticide use last year, an increase of 8% compared with 2012 and 45% compared with 10 years ago.

According to Fang Liping's analysis, the typhoon came early last year, and the torrential rains in May and June seriously affected the fruit setting rate of fruits, and there were many rainy bacteria, so the fungicides reached an all-time high after the substantial growth in 2012. Rain Water, on the other hand, prevented the growth of pests, so the use of pesticides was 2% lower than in 2012. In addition, in recent years, farmers are developing towards refinement, and the objects of concern are gradually from insect pests to diseases, which may be the main reason for the substantial growth of fungicides in the past 10 years.

In order to clarify the flow of pesticides, the Prevention and Inspection Bureau also began to amend the Pesticide Management Law this year, requiring pesticide banks to issue "sales certificates" to record the names of buyers and sellers, pesticide names, sales volume, and what crops to use. The draft amendment was revised by the Executive Yuan on the 13th of this month, but the date to be sent to the Legislative Yuan has not been fixed.

Feng Haidong particularly stressed that this is a "sales certificate," not a "prescription note," because only professional doctors can write prescription notes. in the past, some pesticide traders thought they had the right to prescribe and taught farmers to spray pesticides that had not been approved, and food safety problems frequently occurred. Therefore, it is necessary to amend the law to facilitate tracking the flow of pesticides and clarify responsibilities.

After the amendment was passed, about 3,500 pesticide shops in Taiwan were subject to this regulation, and violators could be fined NT $15,000 to NT $150000. However, Feng Haidong said frankly that the new law may stand in the way of people's money, and the backlash from the industry is not small, and it is "in the midst of war," but it must be promoted for the sake of food security.

In cooperation with the sales certificate, the Bureau of Prevention and Inspection promotes the installation of the "Pesticide trafficking Management Information system" in pesticide companies, and the companies' own computers can use this set of free online software to directly print the sales certificate, which is more convenient than handwriting. The system will be immediately connected to the background. If more and more operators join, they can then track the flow of pesticides and set up a more detailed pesticide database. At present, about 800 companies in Taiwan have installed it.
