Because the Fushan Botanical Garden is located in the well-preserved natural broad-leaved forest in northern Taiwan and is adjacent to the Water Source Reserve and the Haban Nature Reserve, at the beginning of the planning, under the principle of least damage to trees, the botanical garden exhibition area and natural center will be built, with a total area of about 30 hectares.

The exhibition area of the botanical garden was originally planned with the concept of a tree specimen garden, but because the name of the division is more academic and there are many zones, it is not easy for visitors to understand, so the theme zoning of the botanical garden was re-planned in 2011. Emphasis is placed on experiencing the beauty of nature and the interest of observing nature, and the importance of forest conservation is conveyed to the public through explanation boards and websites.

The concept of operation and management: the Fushan Botanical Garden, originally located in a base rich in natural resources, has become a high-quality field for domestic eco-tourism, environmental education, outdoor teaching and academic research because of its low development and respect for nature. rich ecological resources and easy to observe a variety of wild animals and plants have also become the biggest features and advantages of Fushan Botanical Garden. It will also help the park to promote conservation, research and education. Its business objectives are:

(1) focus on the collection and display of native plants in Taiwan.

(2) to carry out the study of conservation outside the area.

(3) to carry out long-term research on forest ecology and turn its achievements into materials for nature education.

(4) to develop into a nature education center and an eco-tourism demonstration site.

Because of its rich animal and plant ecological resources and beautiful scenery, as well as the increasing demand for eco-tourism from the people of Taiwan, the plant park has been open to the public since 1993. however, on the premise of maintaining the local ecology, not affecting the habitat of wild animals, carrying out research and improving the quality of intellectual tourism, the carrying capacity of ordinary tourists (currently 500 on weekdays and 600 on holidays) has been adopted. Break the general forest recreation area to meet the needs of people as the main thinking of the management model.

In addition to the control of the carrying capacity of tourists, Fushan Botanical Garden also formulates tourist control measures in accordance with the living habits of wild animals, such as restricting the visiting period of tourists, not setting up trash bins in the park, not selling food and beverage, strictly forbidding feeding and hunting wild animals, etc., and set up an explanation station at the entrance of the exhibition area of the botanical garden. volunteers explain at the entrance before visitors visit. So that all visitors to the park can fully understand the reasons for these control measures.

Since its opening to the outside world, the Fushan Botanical Garden has not only won the support of the majority of the public, but also maintained the naturalness and biological richness of the park because of the development and tourism model of maintaining the local natural environment.
