Seabirds are often caught by accident in deep-sea fisheries at high latitudes. According to FAO statistics, more than 200,000 seabirds were caught by accident each year in the 1990s. In response to FAO's International Plan of Action for Avoiding Bycatch of Seabirds in Longline Fisheries, the Fisheries Department requires Taiwan's ocean-going fishing vessels to employ at least two of the three bird avoidance methods: "installation of bird avoidance lines","weighting of branch lines" and "night feeding".

The Fisheries Department and experts hope that when fishing vessels encounter seabirds, they will adopt methods such as bird avoidance ropes, night baiting and heavier branch ropes to reduce the incidence of seabirds being eaten by chance and allow seabirds to continue flying. Shooting/Yang Zhenyu
