When we regard the development of local areas (such as rural areas) as a system, then to maintain the normal operation of the system, the necessary elements may have to be considered: residents, industry, environment. There is a direct or indirect connection between these elements, and for many rural areas facing development problems, the so-called maintaining the normal operation of this system means that in the face of drastic changes in population structure, strategies that can supplement the labor force in the real estate industry and increase the local population are needed.

The importance of population issues to local development, in addition to maintaining local vitality and promoting local industrial development, there is also the task of maintaining local public services. From many of Taiwan's rural areas in national education, medical care, care … It is not difficult for us to understand the link between population and public services due to the lack of orientation. For Japanese society, in the face of various stakeholders in local development, the sense of crisis created from the population issue is one of the backgrounds in which the local creation policy has been put forward.

From the perspective of population strategy, how to increase the local population? Demography tells us that the four factors that affect population growth are birth, death, immigration and emigration. Strategically speaking, mechanisms to encourage fertility and improve health care will certainly help to enhance the local population. However, for the difficulties faced by the development of most places, how to obtain the "combat power" of human resources in a short period of time is an urgent strategy for population mobility.

The Regional Revitalization Cooperation team is a policy tool proposed in this context. In September this year, the author participated in the "Japanese Local creation Taiwan trainee visit" and had the opportunity to exchange lessons and have a dialogue with the Ministry of General Affairs, the policy governing body in charge of the Regional Revitalization Cooperation team. We will try to sort out the development context and implementation status of the cooperation team, so as to serve as a reference for Taiwan's development experience.

Study activities are held all over the country to support team members in implementing the plan.

It is the tenth year of the implementation of the policy of the Regional Revitalization Cooperation team, but in fact, there are still many people in Japanese society who do not know or even know the existence of the Cooperation team, so the Ministry of General Affairs and the Ministry of General Affairs will, in order to expand the Regional Revitalization Cooperation team, also hold talks throughout the country to make the system more widely known. For the members who have already participated in the cooperation team, it is to conduct various study activities that can enrich the capacity of the members and the local government, and to support the various resources needed for the team members to carry out their tasks, so as to smoothly promote the return of talents in the region. The aforementioned study activities include:

(1) National talks of the Regional Revitalization Cooperation team

In addition to regional revitalization teams or local government relations, this is a national meeting that can also be attended by the general public, which not only makes the system more widely known through case reports or publicity, but also provides a place for members to learn and communicate with each other.

(2) study activities for the needs of team members at different stages

For novice members, "beginner workshops" may provide members with 2-3 years of mission execution experience in order to plan more effective activities to meet the needs of members at all stages; in addition, workshops for local government staff are also held to familiarize local governments with how to work with teams to solve local problems.

(3) Workshop on Entrepreneurship and industrialization

Aiming at the team members who aim at starting a business, they learn the knowledge and technology of entrepreneurship and industrialization, including how to plan the industrialization plan.

The Regional Revitalization Cooperation team of Pingcheng 29 is about 5,000, which is about five times more than that of Pingcheng 25. In terms of vision, the Ministry of General Affairs plans that the members of the team will be able to reach the goal of 8000 in six years' time. Therefore, the support system of various regions has been consolidated in the system, and the consultation system of "Regional Revitalization Cooperation team support platform" has been set up, so that the consultation of members or local governments can be unified and provide effective suggestions for members or local government sponsors.

Focus of future governance: encourage all kinds of professionals to enter areas where human resources are urgently needed

(1) the number of members continues to expand.

From the standpoint of the Ministry of General Affairs, encouraging residents of different professions to enter areas where human resources are urgently needed will still be the focus of policy in the future. However, in the past, cooperative teams mainly targeted 20-30-year-olds. Next, the age range will be further expanded, such as retired ethnic groups, or foreign students who have graduated from Japan but intend to settle here.

(2) support for career succession

For most Japanese rural areas, the biggest problem for development is how to find successors who are willing to inherit in the real estate industry. For example, there are some small shops in the area, and the owners of these stores are getting older and too old to operate, so they go to see if there is any possibility that such people can inherit the store and continue to operate.

Therefore, on the one hand, to assist the settlement of the team members after the end of their term of office, on the other hand, it also aims at the financial support of the team members who are willing to start a business, and cooperates with the career succession support Center to carry out an intermediary demonstration between the practitioners and the team members. If some small local shops and companies are faced with a lack of successors and need support, they can log in to the above-mentioned career succession support center, and the center will assist the business media in need to match those who may have the opportunity to inherit.

(3) establish experience mechanism.

For ordinary people, it is often not easy to leave the familiar living environment to emigrate and work in unfamiliar places. In order to shorten the time for adaptation and running-in, the Ministry of General Affairs will consider creating a pilot plan to "experience the Regional Revitalization Cooperation team (temporarily called)" in the future, before the Regional Revitalization Cooperation team begins its activities, in a certain period of time (such as a week) to experience the work content and living environment of the cooperation team, as a medium between the members and the place.

(4) experience inheritance system

Set up an organization of retired team members and make good use of the resources and contacts of these seniors to provide opportunities for new members to connect, consult and discuss. Take the network meeting of retired members of the Regional Revitalization Cooperation team in Okayama Prefecture as an example, these retired members who have settled and started a business locally, it provides new entrants with guidance on activity planning, cooperation to create job opportunities, environmental preparation, technical support, and related coordination work. Wait.

Such a framework for setting up organizations in county units (such as Okayama Prefecture) to create a framework for making good use of the experience of retired cooperative team members is expected to be extended to the whole country, creating a network of cooperative team members and enriching the recruitment and support system of team members.
