In response to the proposal of the central government, Hong stated that the central government should provide normal resources and guidance, and that the scope of the plan should not be too rigid in terms of resource subsidies, otherwise local planning should be affected. Subsidized resources should be more in line with local needs, and the establishment of the resource category should help to integrate the overall energy transformation and governance of energy conservation, green energy and carbon reduction.
