Before the deadline, the reporter telephoned the New Taipei Municipal Bureau of Agriculture again to confirm that the contractor explained that if he only reported the illegal factories on the agricultural land, there was no need to apply for a "land zoning certificate" from the district office. As long as he went to the municipal government website to submit his complaint, the staff of the relevant bureau office would reply.
