Following the two articles "Ten years Campus lunch Sports Road (part 1)" and "Ten years Campus lunch Sports Road (part two)" published in March 2015, the author writes the third record based on the personal experience and observation of participating in the folk school lunch movement in the past three years, supplemented by relevant literature, showing a certain aspect of the campus lunch movement in Taiwan, hoping to throw a brick to attract jade, and more advanced to share the whole picture of the movement. It provides a reference for Taiwan to learn from the past and learn from the past.

From 2005 to 2018, according to the development of the event, it can be roughly divided into six periods: school lunch parent training campaign, food farmer education sprouting and local food supply plan, competent authorities implementing campus lunch policy, non-fundamental school lunch and the second wave of parent training actions, non-basic reform school lunch and promoting exchanges in East Asia.

The fifth period: continuous supervision of the non-reform school lunch law after the election (2015.3-2016.8)

On March 28, 2015, the non-basic Action team for Campus lunches announced the 100-day progress of non-reform campus lunches in Liudu [1] to supervise the implementation of election promises by the leaders.

Ten days later, at the municipal meeting on April 8, Taoyuan Mayor Zheng Wencan instructed that starting from the first semester of the 104 school year, the policy of "school nutritious lunch and daily peace of mind ingredients" [2] should be implemented, subsidizing the food cost of five yuan per student per week. Three days of organic vegetables, one day of auspicious garden and one day of non-GM ingredients are provided every week.

In Taipei City, which attracted the attention of the audience, Mayor Ko Wen-Tseh delivered a parliamentary project report on May 18. When members asked about the certification and gatekeeping of non-GM foods in school lunches, he admitted frankly [3]: "at present, there is no clear evidence of the impact of GM foods on health. And 95% of Taiwan's soybeans are genetically modified, and it seems impossible to do so without genetic modification, so the policy needs to be changed." It aroused discussion among all parties at the moment.

May twenty _ third When Li Wenying, deputy secretary general of the Taipei City Government, appeared in Taiwan to respond to the global anti-Monsanto campaign, he said: "Mayor Ke supports the policy of promoting the use of non-basic and organic materials for lunch, but the concerns raised by many members are justified. The municipal government will hold a forum as soon as possible within a month to invite all parties to discuss the policy on the use of non-basic materials for lunch." [4] in the face of doubts about the ticket skipping of the non-reform campus lunch policy, the Beishi government finally made a preliminary positive response. (editor's note: to this day, the forum has never been held.)

In September, at the beginning of the 104 school year, the non-gay action team for campus lunch asked the 19 county and city governments that signed the commitment to reply to the progress of the latest non-basic campus lunch policy through municipal mailboxes. On the occasion of the anniversary of the initiative of "genetically modified ingredients withdrawing from campus lunch", unexpected news came from the Legislative Yuan.

On November 30, 2015, the Education Committee of the Legislative Yuan approved the draft amendment to some provisions of the School Health Law. In the future, schools serving meals at all levels across the country, including nutritious lunches in primary and secondary schools and university canteens, should completely ban the use of genetically modified fresh ingredients and primary processed products. On December 14, the Legislative Yuan will amend some provisions of the School Hygiene Law on the third reading, stipulating that schools that provide meals will prohibit the use of genetically modified fresh foods and their primary processed products [6].

Since February 2016, schools at all levels have been on the road, and the National and Preschool Education Department of the Ministry of Education of the competent authority has sent a letter to provide local government suggestions. Taiwan's school lunch has officially entered a new era of non-basic materials.

However, as the policy involves genetically modified crops with complex international political, economic and trade structures, the counter-attack comes very quickly. At the end of March, the United States Trade Representative (USTR) released the 2016 Assessment report on Trade barriers in various countries, including the policy of banning GM foods from campus meals as one of Taiwan's Technical barriers to Trade (TBT), alleging that "Taiwan has not put forward the scientific basis for this ban, and once it comes into force, it will have a significant impact on US soybean exports." [7]

In May, the new President Tsai ing-wen took office and put forward the important policy objectives of the "Food and Security five rings" [8]. In August, the Executive Yuan will put forward a clear policy direction for the supply of school lunch materials, saying that starting from September 1, the Council of Agriculture will take up the work of ensuring the safety of fresh agricultural products for school lunches [9], and at the same time promote the registration and acceptance of raw materials. It is hoped that the rate of using domestic traceable ingredients for only 10% of current school lunches will be increased, and that from next year, students in Liudu will be able to eat one or two meals of organic ingredients a week. Since then, Taiwan's school lunch has entered the next stage of the four-chapter-Q policy chapter of domestic ingredients.

As for the non-governmental action, it takes the experience of successfully promoting the non-reform school lunch action as an opportunity to launch an international exchange campaign dominated by East Asia, Japan and South Korea.

In July 2016, the Fubon Culture and Education Foundation promoted a campus food management program called "School lunch 22" [10] in the form of a project, starting from caring for Taiwan's agriculture and food safety. focusing on issues such as campus food safety and food farmers and environmental education in 22 counties and cities across the country, we will more actively develop cooperation between Japan and South Korea and other places, and hope to become a communication platform for promoting agricultural and food action exchanges in East Asia.

In August, the School lunch 22 Project formally submitted an application for the establishment of a national non-profit organization, based on the results of the project implementation in the past two years, and continued to promote the non-governmental initiative for school lunch in Taiwan.
