The Hsinchu County Government changed its name to restart the expropriation of the third phase of the Hsinchu Science Park (hereinafter referred to as "the third phase of the park"), and held the first county metropolis review group meeting yesterday (31) afternoon. The Environmental Rights Protection Foundation, the miscellaneous grain production and marketing class in Zhudong Town, and the Housewives Union Environmental Protection Foundation held a press conference in front of the gate of Hsinchu County yesterday noon to protest against the county government's auction of high-quality agricultural land. they pointed out that the development plan will affect the water quality of Touqian Creek, impact the water use of Hsinchu people, call for a return to agricultural land, attach importance to local water resources and food security, and shout, "pollution does not come, fertile land is left for future generations!" Appeal to the county government to withdraw the case.

Chen Weizhi, director of the International Industrial Development Office of Hsinchu County Government, responded that he would take into account the views expressed by all sectors of the community for reference, but explained that yesterday was only a meeting of the ad hoc group of the Urban Planning Commission, and no substantive decision has been made yet. it has not yet entered the discussion stage of the conference.

The development project was renamed to restart the "change of soup and dressing" metropolitan review meeting, which lacked public opinion.

Guo Hongyi, a full-time lawyer for the Environmental Rights Protection Foundation, further pointed out that this time the county government renamed and restarted the third phase of the development of the park, proposing to "change the main plan of the special area of Zhudong Town (ITRI and its vicinity)." in fact, the content is similar to the old development plan (named "main Plan of the Special area of Hsinchu Science and Industrial Park"), saying bluntly that the government will re-establish the name cover up because it is worried that the purpose of the development will be questioned. In fact, it is "a change of soup but not a change of medicine".

In addition, he also believes that the Hsinchu County Metropolitan Review meeting involves the issue of opaque information about the meetings. the time and place of the meeting will not be announced in advance, nor will it be open to the public. People who need to express their views often have to leave. They don't know if their opinions have been recorded or adopted. He points out that such a decision-making process seriously lacks citizen participation and dialogue mechanisms.

In response, Chen Weizhi, director of the International Industrial Development Department of Hsinchu County Government, responded that the county government needs to consider that the land demand for the next 10 to 25 years should be planned in advance, and it is impossible to deal with it until there is an actual demand for land use, because it takes time for the industry to move in, to apply for land change, and for the environmental assessment process.
