The Council of Agriculture held a press conference today (26) on the start of the 2018 National Pet neutering month. Xie Yaoqing, director of the Animal Husbandry Department, said that in order to strengthen the sterilization of dogs and cats in China, the Council of Agriculture designated August as the "sterilization month" starting from this year. It is hoped that the importance of pet neutering will be promoted in advance before the autumn, when cats and dogs breed peak. Since August, there have been 1080 publicity activities across the country, and veterinarians have assisted in sterilization of dogs and cats.
Chen Peizhong, chairman of the Association of Veterinary Surgeons of the Republic of China, points out that sterilization contributes to the health management of dogs and cats, reduces the incidence of uterine tumors and testicular cancer, and improves pet tempers and reduces aggressive behavior. He Tsung-hsun, chief executive of the Taiwan Animal Protection Administration Alliance, also said that the implementation of the zero euthanasia policy for animals in shelters requires supporting measures, and sterilization is to reduce the number of stray animals from the source.

With regard to the sterilization of dogs and cats, Chen Peizhong explained that the ligation method between male dogs and male cats is castration, that is, removal of testicles, while female dogs and cats need to open up and remove the uterus. However, he stressed that there is not much risk of birth control surgery, only to do a good anesthetic evaluation for pets before surgery, and take the initiative to explain the diseases suffered by dogs and cats.
Chen Peizhong suggests that pets be ligated between seven months and one year old before they are in estrus, so that estrogens produced after estrus will cause abnormal secretion of helmonds and increase the incidence of related diseases.

Chen pointed out that early sterilization can reduce the risk of diseases such as testicular cancer, uterine pus and enlarged prostate, as well as prevent the spread of sexually transmitted diseases and make pets live longer. There is a subsidy for ligation of both male and female dogs and cats. No birth control needs to be declared specially.
Chiang Wen-chuan, chief of the Animal Protection Section of the Animal Husbandry Department, points out that at present, the central government subsidizes owners in Taiwan for pet ligation, which costs NT $800-1000 for males and NT $1200 for females. In addition, owners who are willing to allow pets to breed can go to local animal protection offices or epidemic prevention centers to fill in the "sterilization exemption declaration" or "breeding requirement declaration".
As for how to strengthen the implementation of dog and cat birth control, Jiang Wenquan said that if the owner does not provide instructions on breeding management and does not sterilize the dogs in the family, a penalty of 50 to 250000 can be imposed according to the newly amended "Animal Protection Law." In addition, local governments will track unneutered cats and dogs according to the system information of the Pet Registration Management Information Network, notify owners individually, and animal inspectors in various places will track down the birth control status of stray dogs and cats from time to time. In addition, Jiang also called on owners to cooperate in filling in pet registration. After registration, dogs and cats at home will be implanted with chips to prevent them from getting lost.
