As for how to strengthen the implementation of dog and cat birth control, Jiang Wenquan said that if the owner does not provide instructions on breeding management and does not sterilize the dogs in the family, a penalty of 50 to 250000 can be imposed according to the newly amended "Animal Protection Law."
