Mayor Ke Wenzhe pointed out that Taiwan's economic development in the past 20 years has not been very smooth, and he believes that the reason is the failure of industrial upgrading, because Taiwan has always adopted the mode of contract manufacturing and refused to give up the successful model in the past. therefore, when land costs, wage costs and even environmental protection requirements rise, Taiwan businessmen are forced to move out, but whether they move to the Pearl River Delta, Yangtze River Delta, Southwest or even Vietnam, they never think about upgrading. So as long as the cost goes up, the whole industry keeps going out.

Mayor Ke Wen-Tseh says that on the surface, GDP has grown in both Taiwan's order-taking and foreign production models, but why did the people not feel it when the basic wage was raised recently? because we are only getting a figure of economic growth, but the real wage income is outside Taiwan, so the people of Taiwan have no feeling.

Mayor Ke Wen-Tseh believes that Taiwan should have its own industry, but Taiwan does not have any oil or gold mines, and it is not very rich in natural resources. the only thing left is manpower. It is just that our education for a long time has been teaching students how to be employees and seldom teach students how to start a business, so innovation has never been part of our education, so we can only be employees, and it is very difficult to start a business.

Mayor Ke Wen-Tseh stresses that, in fact, starting a business is the easiest way to solve unemployment, and there are many opportunities in Taiwan. The first step is to make it convenient for young people to start a business, so there is an one-stop innovation service station on the first floor of the city government to help solve the problems related to innovation and entrepreneurship.

Mayor Ke Wen-Tseh said that in addition to providing administrative facilities and innovation bases, the last thing is capital. Over the past three and a half years, the Taipei City Government has provided 1 billion yuan in incentives and subsidies, and thanks to the financial institutions present for providing 1 billion yuan in loans, so in the past three and a half years, subsidies and loans in start-up industries have exceeded 2 billion yuan. He hopes that this 2 billion yuan can be used as seeds and create more output value.
