5. The planned field of fishery and power symbiosis must obtain the consent of the adjacent landowners in order to comply with the provision of Article 27 ter of Green Energy which shall not affect the agricultural use and production environment of the adjacent land.

6. With regard to the fields where optoelectronic operators apply for the project, the local government shall hold a briefing meeting for the residents of the administrative region to allow local residents to participate in the mechanism.
