The Executive Yuan was originally scheduled to report to the Legislative Yuan on the overall direction of dealing with illegal factories in early July, but since the proposal was not sent out until July 2, it was too late to put it on the agenda of the provisional meeting. In July and August, the Executive Yuan will continue to discuss the more controversial parts and reach a consensus. This resolution will decide where to go for illegal factories in the future, and when farmland can return to a healthy and safe production environment.

In 2010, the government introduced a "temporary factory registration system", which allows existing factories before March 14, 2008 to obtain "temporary factory registration" as long as they meet the low-pollution industries recognized by the Ministry of Economic Affairs and obtain environmental protection and safety documents. continue to operate until June 2, 2017, exempt from any land or building-related administrative penalties. The mentoring mechanism was revised in 2014 to extend the seven-year mentoring period to 10 years until 2020. Now that the counseling period is approaching, the Executive Yuan has launched a discussion on a new plan to deal with illegal factories. At present, there are mainly three major measures that are still under implementation: illegal factory inventory, guidance on legal operation, and management. In response, the Ministry of Economic Affairs responded that with regard to the provisional registration system, the current consensus among the ministries is that they do not want to continue to deal with illegal factories in the same way, and delaying again and again will not fundamentally solve the problem. This year, local governments will first be asked to check the illegal factories under their jurisdiction and complete the inventory of quantity, scale and industry by the end of 2019. The entire review will then be completed by June 2020. After completing the inventory and understanding the usage patterns of the whole unregistered factory and the problems facing it, we will review how to amend the law.

In addition, the Ministry of Economic Affairs has conducted a visit to Linden factories that are not low-pollution undertakings in 2017-2018 to understand the manufacturers' environmental protection measures. when amending the law in the future, consideration will be given to imposing conditional qualification restrictions or additional burden regulations on such operators.

In response to the increase in the record of pollution penalties for temporarily registered factories, the Ministry of Economic Affairs said that most pollution fines of less than 300000 yuan were not serious violations. The penalty record was not available until after the arrival, which shows that it is easier for the government to track and manage it. In the future, factories that do not meet the environmental protection regulations will also be actively banned, taking into account environmental protection and economic development, which is also the purpose of the government to promote the comprehensive management of unregistered factories.
