Some people in the industry said bluntly that the root cause of this phenomenon lies in the lack of industry standards.
on the one hand, the current national industry standards allow many dairy products to add "recovered milk", resulting in a large number of imported large packets of milk powder dumped into the domestic market, constantly hitting China's dairy industry, resulting in the continuous loss of blood of the "industrial base" of China's dairy industry.
on the other hand, the lack of industry standards also leads to the homogenization of domestic milk and imported milk. China's current dairy industry standards (2010 version) have been criticized because of the low threshold, in which the limits of some key indicators of raw milk standards are even lower than the national standards of the old version of raw milk in 1986. (for example, the current standard for the total number of bacteria in raw milk is 2 million ≤ per milliliter, the 1986 version is ≤ 500000, and the European Union and the United States standard is ≤ 100000.) the standard is too low, which also leads to the uneven quality of raw milk, which has to be processed at ultra-high temperature, leading to homogenization competition between domestic milk and imported milk.
the above reasons further lead to the flooding of imported normal temperature milk in the domestic dairy market. According to the data, China imported 2.47 million tons of dairy products in 2017, equivalent to 1485 tons of raw milk, accounting for 40.6 percent of the domestic output. Data show that imports of dairy products increased by 12% in the first quarter of 2018. Although the scale of dairy consumption in China continues to rise, the new part is almost accounted for by imported milk.
In the face of fierce competition from the international dairy industry, China's dairy industry urgently needs to formulate new standards to encourage dairy enterprises to produce high-quality dairy products using raw milk as raw materials, so as to restore the living space of the upstream aquaculture industry and solve the source crisis of the industry.
What is gratifying about is that the lack of standards in the dairy industry has attracted great attention at the national level. The newly published "opinions" not only clearly defined the development objectives and tasks of the dairy industry and highlighted the requirements of high-quality development, but also emphasized the improvement of the system of laws and regulations and standards, including the revision and improvement of national standards such as fresh milk and pasteurized milk, and the establishment of fresh milk quality grading system and process standards. Whether it is to improve the dairy industry standards, or unswervingly promote the development of fresh dairy land, the Chinese high-quality dairy engineering team has experienced several years of continuous efforts.
