The National Federation of Publishing Business Associations of the Republic of China was formally established yesterday, which will promote the amendment to Article 17 of the income tax Law to include the cost of purchasing books in the special deduction of income tax.

With the advent of the era of digital convergence, the publishing industry is determined to unite to establish the "National Federation of Publishing Business Associations of the Republic of China." President Ma Ying-jeou also sent a congratulatory message and invited Hung Hsiu-chu, vice president of the Legislative Yuan, to serve as honorary director.

In his speech, Yang Keqi, chairman of the all-China Federation of Publishing Association, quoted Yu Jizhong, founder of the China Times, as saying that "news is a record of history, but cultural heritage must be borne by the publishing industry." he believes that Taiwan's publishing industry has a glorious history in the past, and the leader of the cultural and creative industry deserves it.

Yang Keqi points out that each Taiwanese reads an average of two books a year, which shows that the atmosphere of studying in Taiwan is not as good as it used to be.Therefore, the first task of the all-China Federation of Publishing Associations is to immediately promote the amendment to Article 17 of the income tax Law. the expenses for books other than textbooks, reference books and examination books will be included in the special income tax deduction.

In order to protect the independence and freedom of focus publishing and avoid vicious competition in the market, the all-China Federation of the Publishing Association believes that Taiwan should follow France and formulate a policy of selling books according to prices. to curb the impact of bloody commercial discounts on the knowledge industry, the all-China Federation of Publishers will actively integrate the views of the upper and lower reaches of the industry and actively promote the policy of selling books at price.

Yang Keqi also mentioned that the full-time skills of the publishing industry must change with each passing day with the evolution of the digital era, from production editing to distribution logistics, from physical publishing to digital publishing, and from local to non-industrial alliances. the publishing industry urgently needs to establish a professional certification system to cope with the ever-changing industrial development, so as to enhance industrial competitiveness and develop a fair and objective professional competence certification system. I hope the Ministry of Culture can assist the industry in upgrading.
