The Commerce Department of the Ministry of Economic Affairs expects to submit the draft special law on third-party payment to the minister and vice-minister and to the Executive Yuan before this week.
Zhan Hongzhi, chairman of Internet Family, criticized a few days ago that the draft special law on third-party payment currently drafted by the Ministry of Economic Affairs is too conservative. these include the low limit of NT $30,000 for stored value, the excessive amount of capital for operating third-party payment stored value business as high as 300 million yuan, and whether to further open up offline transactions.
At present, the Ministry of Economic Affairs tends to include utility fee collection services such as water and electricity bills into the scope of third-party payment business, but other offline transactions are expected to have little chance of further opening up due to the fear of money laundering.
On the other hand, as there is no upper limit on the amount of a single transaction for third-party payment services, whether the upper limit of 30,000 yuan of stored value is raised or not is expected to be maintained.
However, officials from the Ministry of Economic Affairs stressed that a decision on the upper limit of stored value and the amount of operating capital will be made after the draft has been submitted to the Minister of Economic Affairs and the Deputy Secretary.
As to whether there is an opportunity to submit the draft to the Executive Yuan before this week, officials say it is possible.
