In terms of purpose, public facilities have the nature of serving the public. But on the other hand, the existence of public facilities is also a kind of harm to the original environment; regardless of scale, from the stages of construction, management and maintenance to the termination of the mission, will consume a lot of resources and have varying degrees of impact on the environment. Traditionally, public works in Taiwan are based on the old thinking that man prevails over nature, purely engineering considerations, lack of independent thinking in various stages of integration, and neglecting the overall environment. It leads to the results of over-development of land, destruction of the environment, waste of a lot of resources, inefficient use (such as mosquito pavilions) and so on. In the face of the current environmental challenges, the traditional old thinking is no longer in line with the needs of the times and must be reviewed and adjusted.

Due to the current needs of infrastructure and economic development in Taiwan, investment in major public projects is still one of the important strategies adopted by the government. In 2008, the government planned 12 construction projects in Taiwan, with a planned investment of 3 trillion 990 billion yuan in eight years, with an average annual investment of nearly 500 billion yuan, compared with about 370 billion yuan per year in the past two years. it can be predicted that various major public projects will start one after another in the future. In January 2010, the government announced that the environmental impact assessment of the Suhua Highway improvement project would be conditionally approved, which will be another road (tunnel) project passing through sensitive geological areas after the Snow Mountain Tunnel. The geological safety and ecological environment along the project, as well as the safety of the project, have become the focus of controversy. In Taiwan, where there is a lack of natural resources and excessive land development, under the premise of the sustainable development of the overall environment, how to take into account environmental protection, public welfare needs and economic development in public works investment? to achieve energy conservation, carbon reduction and environmental sustainable development is an important direction of sustainable public works.

In contrast to the thinking that ecological engineering only focuses on the ecological environment, "sustainable public works" refers to public works that plan, build, operate and manage in line with environmental conservation, social justice and economic development. And take "energy conservation and carbon reduction" as the core focus. Under the principle of maintaining the service quality and efficiency of public facilities, the impact on the overall environment can be reduced through the effective use of limited resources. "Sustainable Public works" takes the whole life cycle as the core structure, from the stages of feasibility assessment, planning and design, project construction, maintenance and management, and even mission termination, the consideration of sustainable development and energy conservation and carbon reduction will be included in each link, and the whole life cycle as a whole for integrated thinking and planning.

Public works must be well managed from the structural life cycle in order to give full play to the purpose of energy saving and carbon reduction, so the project will construct four green connotations (green environment, green engineering method, green materials and green energy). In recent years, the government has actively incorporated the "green connotation" into various administrative contents from the policy aspect. The "Plan for Revitalizing the economy and expanding Investment in Public Construction" approved by the Executive Yuan in 2009 points out that the design of public construction should adopt green construction methods, green materials and green design in line with the concepts of environmental protection, energy conservation and carbon reduction, and integrate the concept of energy conservation and carbon reduction and the setting of renewable energy, and points out that the principle of "green connotation" is not less than 10% of the budget.

Creating a green environment is the primary task of sustainable public works. In the process of initial engineering design and implementation, ecological environment investigation and environmental design should be carried out properly to avoid excessive interference and damage to the original ecological environment by promoting the principles of "avoidance, mitigation and compensation" of ecological engineering in the past. To create an engineering environment that coexists with natural ecology is an important concept and goal for the development of sustainable public works.

In addition to the conservation of the original ecological environment and the goal of energy conservation and carbon reduction, the construction of a green environment is also helpful to the regulation of climate (reducing the urban heat island effect) and the improvement of the quality of living environment. The practice and thinking direction of "building a green environment" are listed below, which can be applied according to the actual engineering needs.

1. Assess the reasonable scale of construction and reduce the impact on the ecological environment:

The implementation of the project will inevitably have an impact on the ecological environment of the base and its surrounding areas to a certain extent. Therefore, in addition to the necessity of the project and the site selection must be evaluated and inspected at the very beginning, the minimum and reasonable construction scale must also be considered in terms of construction scale. The smaller the construction scale is, the smaller the disturbance to the ecological environment is. To avoid designing projects that do not meet the actual needs and are too large-scale, we can also achieve the optimal and efficient use of resources.

two。 Principles of avoidance, mitigation and compensation:

It means that the important ecological environment or ecologically sensitive areas within the scope should be avoided in the site selection and zoning of the project. If it can not be completely avoided, then as far as possible to reduce the impact of the project on the environment, and consider the subsequent compensation for the original environment, to reduce the impact of the project on the original ecological environment.

3. Eco-environmental conservation:

Maintain the original ecological environment (such as animal and plant habitats and ecosystems) to reduce pollution and create a biodiversity environment. For example, in the planning and design of public projects, the environmental design of high-quality bases should be carried out to reduce the impact on the original ecological environment with the principles of "avoidance, mitigation and compensation". And natural drainage, rain (waste) water recovery system, ecological pool, multi-layer planting, use of native species, habitat compensation, biological corridor and so on.

4. Landscape greening:

Plant appropriate plants on the natural soil layer and the overlying soil layer of the related facilities in the base to increase the green area. Landscape greening can not only beautify the environment, adjust the temperature and improve environmental comfort, but also has a positive carbon sequestration effect. Reduce carbon dioxide emissions. Including: ecological greening, wall greening, wall greening and watering, artificial site greening technology, greening waterproof and drainage technology and greening windproof technology and so on.

5. Base water conservation:

It refers to the ability of natural soil layer and artificial soil layer to conserve water and retain Rain Water in the base. Proper base drainage design can effectively reduce the surface runoff of rainfall, reduce the load of downstream waterway runoff, and improve the efficiency of oxygen content in groundwater. Specific measures such as the use of permeable pavement, the setting of flood detention ponds, underground storage and infiltration facilities, and the use of gravity drainage facilities in hillside land.

6. Using natural materials:

The application of natural materials is an important way to create a green environment, to avoid too much artificial work, through a large number of natural materials in the natural environment, such as planting plants on the slope (hanging net planting) using flowers, trees or stones, it can reduce the environmental impact of the use of non-natural materials.

7. Reduce slope excavation:

The stable slope should not be disturbed as far as possible, so as to reduce the impact of construction on the site environment, maintain the original slope stability and protect the surrounding environment.

8. Energy-saving design:

In the daily operation stage of public facilities, the energy consumption of air conditioning and lighting accounts for the vast majority of the overall energy consumption of buildings. In addition to using energy-saving equipment (such as energy-saving lamps and water-saving devices) to reduce energy consumption, creativity can be brought into play to create a natural energy-saving and carbon-reducing environment through the design of building objects. For example: the use of natural lighting to reduce the need for artificial lighting, the use of natural ventilation and wall (window) surface thermal insulation design to reduce air conditioning energy consumption. The design of wall planting greening and green roof can also effectively absorb thermal radiation to achieve the effect of energy saving and carbon reduction.
