Guo Taiqiang, chairman of the Association of electricity and Telecommunications, said that talent is an important factor in the 5G layout, and that the "dividend policy" has made domestic industries lose their important tools to attract talents, and called on the government to put forward measures to attract outstanding talents.

Guo Taiqiang pointed out that advanced countries have launched 5G layout and R & D, and 5G development should formulate industrial development strategies with a more macro market strategic thinking. He suggested that the government should invest resources for a long time, take the lead in the establishment of industry-university cooperation platform and sharing mechanism, and support industry-university-research participation in international standard-setting.

He said that the power and responsibility units of spectrum planning and license release should be unified, especially before the license release should allow sufficient announcement time and take into account the scale of the market economy.

Guo Taiqiang suggested that the government should create incentives for telecom companies to give priority to the use of domestic equipment and service solutions, so that they can achieve domestic operating performance first, so as to facilitate their entry into the international market.

He said that there is a serious shortage of domestic research and development, so that large manufacturers are digging around for talents, and the "dividend and expense policy" has deprived the domestic industry of an important tool to attract talents. in order to prevent talent from continuing to drain to neighboring countries, he called on the government to study and propose measures to attract outstanding talents as soon as possible.

In addition, Guo Taiqiang pointed out that the current R & D mechanism of industry-university cooperation should be changed, the courses, topics and papers of key universities in China should be changed, and they should be closely integrated with industry in advance, and it is suggested that professors' promotion should not be based on the publication of papers and periodicals. Important patent output should be included in the promotion and other conditions.
