In response to the "315th World Consumer Day", the Consumer Culture and Education Foundation investigated 11 telecom prepaid cards and found that all of them violated the relevant contractual provisions, set a term for use, and called on NCC to strictly check the gates to protect the rights and interests of consumers.

In this survey, the Consumer Foundation went to cooperative stores or convenience stores to buy stored value cards in March, and examined a total of 11 prepaid card products, all of which were stored value cards, of which 7 were general amount stored value cards and 4 were metered online stored value cards. the price of the general amount stored value card is NT $99 to NT $300, and the price of the metered online stored value card is 180 yuan.

The Consumer Foundation found that although it is stipulated that "items that should be recorded and must not be recorded in the contract for the stereotyping of gift certificates for telecommunications goods (services)" shall not be recorded, the survey found that 11 commodity operators have set a time limit for use.

The Consumer Foundation said that once the value of these 11 items is stored, the service life of the general stored value card is 180 days (6 months), and that of the online stored value card is 30 days, which is 100% illegal. The industry also stipulates that the value must be stored again before the expiration of the useful life, in order to extend the term, the same period is 180 or 30 days.

Secondly, the Consumer Foundation also found that when there is a balance on the official website of five commodities, it can be transferred to other numbers of the same industry; but if the transfer is not handled for more than six months, the safekeeping fee will be charged until the balance is deducted; in contrast to the "telecom goods (services) gift certificate stereotyping contract should be recorded and shall not be recorded," it is not allowed to record "additional fees", questioning that the collection of storage fees for deducting the balance is not in line with the regulations.

In addition, the Consumer Foundation also found 9 commodities, accounting for 82%, some of which should not be recorded, or where the information is unknown; according to the aforementioned provisions on telecommunications commodities, the items to be recorded include "operator name, address, unified number and name of the person in charge", "sale number" and "performance guarantee".

The Consumer Foundation called on the competent authority, the State Communications Commission (NCC), to guard the rights and interests of consumers.
