Since 1998, Taipei City has created the first energy-saving lucky draw in the country, which uses lottery incentives to reward excellent households for saving electricity, urge people to reduce energy consumption independently, and make energy conservation and carbon reduction become a trend in nearly one million households in the city, thus achieving the vision of a green and low-carbon city in Taipei. Over the years (1998-102), a total of 98601 households participated in the lucky draw, and the total amount of electricity saved by electricity-saving households reached 1.176 billion kilowatt-hours, equivalent to saving 4.482 billion yuan in electricity costs, which can be used for 22.6 years (the annual electricity consumption of Taipei 101 buildings is about 52 million kilowatt-hours). Taking into account that people's efforts to save electricity have reached a certain limit over the years, the Environmental Protection Bureau has specially lowered the threshold of "power-saving ratio" for participating in the lottery from 5% to 3% this year (103), in order to encourage people to continue to save electricity and expand their participation.

Wu Sheng-Chung, director of the Taipei Municipal Environmental Protection Bureau, said that steady nuclear reduction is gradually moving towards a non-nuclear homeland. In the face of energy shortage and the advent of an era of high electricity prices, it is necessary to take into account the quality of life and economic development, and to improve energy efficiency. "when you use it, you save it" is the only way out. In addition to the million-dollar lucky draw for household electricity saving, since 1997, the municipal government has successively introduced various incentive and guidance measures, such as the Golden Energy Saving Award, community lighting subsidies and community energy conservation counseling, so that the promotion of energy conservation and carbon reduction can be carried out from the community to households. The Bureau also hopes to continue to work with all citizens to achieve the goal of reducing energy consumption and reduce dependence on nuclear energy.
