Since the late 1950s, the small and medium-sized manufacturing industry, whose main task is to process exports, has not only led Taiwan's rapid growth for 30 years. It also extends all the way upstream and downstream, forming a complete industrial chain, laying the foundation for Taiwan's economy to become one of the developed countries. More importantly, small and medium-sized enterprises, which account for 98% of Taiwan's enterprises, strive to rise against the trend, training thousands of entrepreneurs and countless professionals of all kinds, so as to cultivate strong strength for Taiwan's economy. in this era when innovation leads development and knowledge determines success or failure, it is particularly precious. Therefore, as long as we make good use of and give full play to this advantage, Taiwan will still have the opportunity to stand out and win in the fierce global competition.

But in fact, for decades, although the country has prospered by relying on the development of small and medium-sized enterprises, it has not given due attention to small and medium-sized enterprises. In particular, since the 1960s when the government introduced regulations on incentive investment, together with the subsequent regulations on promoting industrial upgrading, because the threshold for incentives is too high, most of the real beneficiaries are large enterprises and the so-called high-tech industry. traditional small and medium-sized enterprises are unable to survive, so they can only struggle to survive.

The domestic economic environment has changed, coupled with the sudden loss of survival of export-oriented small and medium-sized enterprises, which withered rapidly within a year, and only some of them moved out hastily to find a way out. Since then, small and medium-sized manufacturers have been desperate, but there is no way to ask for help. Up to now, the competent authorities have not heard much about it, and the policy of small and medium-sized enterprises tailored for processing export-oriented industries has always been the same. It has not been adjusted with the wake-up changes of small and medium-sized enterprises. What is the situation of the small and medium-sized enterprises, which still account for 98% in China, few officials set their beak and let them drift with the tide.

Liu Yuanqiao, chairman of Taiwan Business Daily, said that at a time when Taiwan's small and medium-sized enterprises are weak and in a difficult situation, the decades-old confrontation and blockade situation between the two sides of the strait has changed rapidly recently, and has signed the ECFA, which focuses on the normalization and liberalization of cross-strait economic and trade exchanges. Such a change is good for Taiwan's overall economy, but Chinese mainland's cheap labor products will also enter the domestic market. The first to bear the brunt is the acquired maladjustment of small and medium-sized manufacturing industries. If the government does not lend a helping hand in time, the prospects of this large group of small and medium-sized enterprises are indeed worrying.

In addition to the fierce competition in the market, small and medium-sized enterprises have more terrible hidden worries. They do not think about the transformation of the general environment, and there are many people who abide by the old rules. Among the vast number of small and medium-sized enterprises, there are tens of thousands of people with sound physique and profound potential, but because they have not been taken seriously for a long time, their international outlook and business vision are crippled, and they seldom enter the country. Apart from striving to survive in a closed market in Taiwan, they dare not easily try to go overseas and expand their territory, and even restrict the use of well-developed professions such as design, marketing, brand, computer and network in the industries around Taiwan. Don't dare to cross the line.

The door to the ECFA market is about to open, but the corresponding supporting measures have not been implemented, although the government has allocated nearly 100 billion yuan to support vulnerable enterprises and industrial support programs. However, it is difficult to know the specific implementation methods so far, and it is even more doubtful whether the government can really enhance the competitiveness of small and medium-sized enterprises. It makes people question whether the government has only poisoned the big consortia. In this way, the social antagonism has become even more intense. The gap between the rich and the poor, physical weakness, political internal friction, the funds and social discussions have not been spent on the real "point." Various forces express unobjective views from their own positions, and society has even lost the moral values of "justice".

All kinds of industries in Taiwan contain "characteristics of small and medium-sized enterprises," but once they encounter drastic changes in the general environment, it is difficult for small and medium-sized enterprises to adapt. "Industrial upgrading depends on operators breaking away from the thinking of small and medium-sized enterprises." In the face of industrial transformation and upgrading of added value, it is necessary to change the thinking logic of small scale, small industry and swarm of bees. This is an issue that both the Government and the operators of small and medium-sized enterprises must ponder over, and blaming either side is not an objective way of thinking.
