Hu Zhiqiang, mayor of Taichung, said that the county government had planned to build a primary school more than 10 years ago, but it was delayed due to land and financial problems. after the merger of counties and cities, he learned that the Donghai community had a large population of students, but it was very inconvenient to go to school. He immediately decided to build a primary school to meet the needs of studying locally, which is also the first primary school to be born after the merger.

Hu Zhiqiang, mayor of Taichung, points out that the construction of a new school should be able to apply for a subsidy from the Central Ministry of Education, but the Ministry of Education will not be able to provide a subsidy until three years later. "the place has been waiting for too long!" Therefore, the municipal government has allocated nearly NT $150 million to build school buildings that meet the characteristics of the "International Street" and "Art Street" of the Donghai community and become model schools.
