In the face of global climate change, the continuous decline in food production and the inequality between the rich and the poor, starvation occurs every day in the world. Taiwan is based on agriculture and is an area rich in grain, but many fertile land has now been converted to construction because of the shortsightedness and short-term profiteering of Taiwan, the government, and landlords.

The main reasons for the high cost of agricultural production in Taiwan come from improper land policy and conniving at upstream and downstream exploitation. On the one hand, it has always been the government's policy that Taiwan's agriculture should be upgraded and transformed to build international competitiveness, but in fact, it still uses traditional thinking to limit Taiwan's agriculture to the sale of primary agricultural products, while neglecting the use of Taiwan's technology and R & D and innovation energy to produce high-value products. In the face of trade liberalization, Taiwan should take high-quality agricultural technology and innovative energy as our strongest backing, turn imported agricultural products that might have been threatened into agricultural value-added niches, and enter the world with Taiwanese brands. The ornamental fish industry has developed into an important local industry in Pingtung, and it still has a competitive advantage, but due to the limited number of self-cultivated fish species, it is difficult to maintain a leading position. Through the import of foreign fish species, coupled with domestic fish tanks, fish feed and other industries, Taiwan will become the aquarium operation center of the Asia-Pacific region, and its output value is expected to increase fivefold. The industry is worried that if this platform is not established within two years, it will be replaced by Chinese mainland.

In addition, the Council of Agriculture promotes the adjustment of the agricultural industry, "real estate consumption" to consolidate the domestic demand market, a multi-pronged approach. Such as the promotion of agricultural product safety verification marks, Taiwan rice stamps, and the labeling of frozen and refrigerated chickens and pork, so as to clearly distinguish imported and local products and ensure the local agricultural product market.

In addition, many people argue that the cost of agricultural production in Taiwan is too high unless large government subsidies cannot survive, so they explicitly or implicitly advocate giving up Taiwan's agriculture after entering the WTO. Such a proposition does not examine in detail whether the cause of Taiwan's excessively high agricultural production costs is man-made and whether it can be guided by policy means, so it is suspected of making a sudden assertion.

Wang Longzong said that the agricultural output value of all countries in the world will be lower relative to the average social income as the degree of industrialization increases. Therefore, agriculture in all developed countries needs various government subsidies to support rural income, but it is still difficult to avoid the decline of the agricultural population and the aging of the agricultural population (future generations are unwilling to continue to operate agriculture). Taiwan is no exception. However, the problems of the European Union and Japan in this regard are more serious than those of China, and the response results are far more remarkable than those of our country. That is because in addition to the above-mentioned problems, Taiwan's agriculture also faces an additional problem: the farmland of each household is too small, and the property rights and rental prices of agricultural land are too high.

For Taiwan's agriculture to be sustainable, the first premise is that the income of farmers must keep pace with the average income of society as a whole, otherwise the number of people willing to work for agriculture will naturally decrease year by year. However, under the framework of WTO, the prices of agricultural products cannot be maintained as high as in the past because they have to compete with foreign countries. If we want to raise or maintain the income of farmers in the case of falling prices, we must appropriately expand the area of cultivated land.

At present, the property right of agricultural land in Taiwan is refined because of the relationship of inheritance, so that most of the arable land owned by each household is less than one class. As the problem of agricultural land property rights is difficult to solve, so if you want to expand the arable land of unit farmers, you must rely on rent. However, the current policy of insured purchase and fallow subsidy increases the land rent, making it impossible to expand the scale of production to increase the income of each peasant household. In this case, even through intensive farming, excellent agricultural techniques, and dominant weather, unless the output per unit area can be dozens of times that of European countries and nearly 200 times that of American farmers, the agricultural income of each household will also appear extremely meagre.

Taiwan has a high population density, a serious shortage of urban construction land, and the proximity between urban and rural areas, so that all agricultural land is sold as "quasi-urban construction land". The above problems have been formed over the years, and behind them involve complex political and commercial interests that cannot be changed overnight. However, successive heads of government were afraid to face the problems, and even though they had 11 years to plan ways to deal with them in the process of applying for membership, they still failed to actively plan the layout. Today, agriculture is already facing a crisis of survival, and there is really no reason to actively eliminate malpractices in order to spread the new situation.
