Chen Huangming also said in his speech that when most people think of the construction industry, they are directly linked to black gold, exorbitant profits and collusion between government and business, but the construction industry is really a cause of conscience with bloodshed and sweat, and the operation of the industry is very difficult. First of all, it is difficult to raise funds. Secondly, the government is in financial difficulties, the budget for public works is greatly reduced, and bidding for public works will intensify in the future. The third is the increase in labor costs and the shortage of labor. The fourth is the increase in the cost of transportation and materials, and the operators have to bear great risks. Finally, there is the possibility of a financial crisis. Under the high price of engineering materials, the average gross profit of the construction industry is only 3% to 5%. It will cause the financial crisis of a large number of construction manufacturers.
He said that the construction factory should make efforts in the following three directions: the cultivation of planning and design capabilities, complementary upstream and downstream industries, and professional construction factories, so that there will be room for operation and survival in the future. At the same time, in terms of management, we should return to the company law, which will be more conducive to the integration of the turnkey business of the construction plant and the vertical integration of the upper, middle and lower reaches of the construction industry; in the end, it is bound to cause the situation that the larger the construction factory is, the more difficult it is for the smaller one to operate.
Especially after Taiwan's accession to the WTO and the opening up of the construction market, he believes that the technology, capital, and scale of the domestic construction industry will be difficult to compete with foreign construction manufacturers. At present, in the domestic political, economic, social and special engineering environment, foreign construction manufacturers may not necessarily press the border on a large scale, but domestic construction manufacturers should still be cautious, appropriately enhance their management and technical capabilities and increase the scale of funds. or strategic alliances or joint operations related to other projects to enhance competitiveness with a strong enterprise physique.
The more difficulties there are, Chen Huang-Ming believes that strategic alliances or joint ventures are one of the ways for enterprises to solve problems and stand out in the quagmire. For example, the government is financially short, encouraging private participation in public construction, such as BT, BOT, or BOO, and opening up private investment, so the construction industry is bound to be transformed.
After the transformation, he said that it could be expanded to include overall planning, design, investment, construction, management, training and operation. In addition to expanding its capital or operating jointly with consultants, finance and other operating professions, the construction industry has to become an enterprise complex with a large scale, including industry, commerce, service industry, and so on.
Finally, Chen Huang-Ming points out that there are indeed many places in Taiwan that should be developed but not developed. Penghu Matsu has the most appropriate planning for development. "do we still need to go to Bali and Southeast Asia?" Roads in Huadong area are scarce, many places are wasted and underutilized, and the roads are blocked by landslides. Now we have to make a long detour to reach the destination. Chen Huang-Ming said that as long as the word "balance" is sought for many things between environmental protection and development, the problem can be easily solved, and extreme bias towards either side is not a wise decision. Zhongheng is built with calloused hands in Taiwan, and there are still many sections of roads that can be used, but the government has completely blocked it, which is really a waste of resources.
