In order to solve the dilemma of low wages, the Ministry of Economic Affairs and the Ministry of Finance have proposed a draft amendment to Article 36 bis of the regulations on the Development of small and medium-sized Enterprises to encourage small and medium-sized enterprises to raise wages for "grass-roots employees" in the form of salary increases and tax credits. Once again, through the convening of the 19th meeting of the SME Policy Review Committee of the Executive Yuan, the salary reporting ceiling of sole proprietorship partnership employees was relaxed.

The 19th member meeting of the SME Policy Review Committee of the Executive Yuan was chaired by Shen Rongjin, Vice Minister of the Ministry of Economic Affairs, and was held on the afternoon of December 24 this (103) year. Representatives of relevant ministries, including the Central Bank, the Financial Management Commission, the Ministry of Finance, the Ministry of Communications, the Ministry of Education, and representatives from the industry, university and research circles were invited to participate, and five reports and two discussion cases were put forward at the meeting. Among them, the discussion case, in addition to amending the provisions of the identification standards for small and medium-sized enterprises, so that when various agencies provide guidance to small and medium-sized enterprises, they will be more clear and flexible when applying the identification standards; in particular, in line with the progress of amending the provisions on salary increase and tax reduction in Article 36 of the regulations on the development of small and medium-sized enterprises, in view of the sole proprietorship partnership which is about to pay half of the business income tax in 104 years, this paper puts forward a proposal to relax the salary ceiling of the general employees of the sole proprietorship partnership.

According to the "2014 White Paper on small and medium-sized Enterprises", the organizational types of sole proprietorship partnerships in China's small and medium-sized enterprises are more than half, accounting for 57.53% (including 1.85% partnership and 55.68% sole proprietorship), employing a considerable number of workers. However, according to the Ministry of Finance's announcement of the highest borrowing interest rate and the usual salary level of employees of for-profit enterprises in 103, the usual salary level of employees of sole proprietorship or partnership enterprises is limited to NT $50,000, more than some of the tax authorities will not be recognized.

If the amendment to the wage increase and tax reduction provisions of the regulations on the Development of small and medium-sized Enterprises is passed, and the relevant supporting amendments are not in place, and the sole proprietorship partnership responds to the salary increase policy by raising wages for grass-roots employees, it may cause the salary increase to stagnate at 50,000 yuan, or those whose salary is exactly 50,000 yuan cannot get a raise.

Therefore, at this meeting, the Ministry of Economic Affairs specially joined hands with the Ministry of Finance to review the appropriate relaxation of the maximum standard of borrowing interest rates for for-profit enterprises and the usual salary level of employees in sole proprietorship partners. in order to implement the policy of the Executive Yuan to encourage a pay increase.

In addition to the previous discussion case, in the part of the report, the report of this meeting, in addition to the routine reports on the handling of matters resolved at the previous (18) meeting and the re-employment of members, but also aimed at issues of concern to small and medium-sized enterprises, including:

1. A summary of the white paper on small and medium-sized enterprises in 2014 states that the government will continue to publish white papers on small and medium-sized enterprises to keep abreast of the business and development trends of small and medium-sized enterprises.

In the case of financing guidance for small and medium-sized enterprises in 1993, the government particularly strengthened financing guarantee assistance in emerging industries, cultural and creative industries, new enterprises and youth entrepreneurship, and vulnerable ethnic groups. by the end of October, the credit guarantee mechanism for small and medium-sized enterprises had assisted 320000, and the credit guarantee fund from January to October 103 had guaranteed a total of 329332 financings. a total of 100700 small and medium-sized enterprises had obtained working capital, including 13283 new guaranteed households, with a guaranteed amount of 936.6 billion yuan.
