In order to accelerate the development of innovation and entrepreneurship in China, the National Development Commission plans to build a representative world-class entrepreneurial settlement with reference to foreign experience, so as to help domestic start-up teams expand the global market and improve the international visibility of China's innovative entrepreneurial energy.

With regard to the views expressed by Committee members Su Zhenqing, Chen Mingwen and Chen Qimai on the proposal of the National Development Commission to set up an international innovation and entrepreneurship park at the Huabo Park Hall in Taipei City on the 23rd, the National Development Commission explained as follows:

First, with regard to the location of the entrepreneurial park, the National Development Commission did not play a two-sided trick. In order to create an international innovation and entrepreneurial park, the National Development Commission consulted the relevant operators beforehand, and last year asked whether there were suitable locations in New Taipei City, Taichung City, Kaohsiung City and other places. After a comprehensive consideration of timeliness, scalability, and living functions that meet the needs of new teams at home and abroad, the Huabo Park was selected, not as claimed by legislators.

At the suggestion of legislators, the National Development Commission recently sent another letter asking local governments to provide information for evaluation, but it never indicated that it would relocate the site. after consultation with the Taipei city government, it was supported to continue to push forward the case. Zhongmin, chairman of the National Development Commission, said that in the face of major trends such as the Internet of things and mobile applications, Taiwan absolutely has the innovative strength of soft-hard integration, which can become the main driving force for creating Taiwan's economic miracle again, and it can also create opportunities for young people to find jobs and make their dreams come true.

However, the problem now is that the international community cannot see us and always skips Taiwan. Therefore, Guofa will first bring out the most well-equipped areas, hoping to be favored by entrepreneurs and international venture capitalists. Only after the first step is steady will there be follow-up power, and only in this way can we promote the development of innovation and entrepreneurship in various parts of the country. The National Development Commission issued a statement that all counties and cities are already preparing for the follow-up second and third steps, hoping that all walks of life will support it and give young people and start-ups a future.

Second, the use of relevant funds shall be handled in accordance with the provisions of the budget law, and the renovation of buildings has also been adjusted in accordance with the recommendations of the committee members on the original planning for the renovation of buildings in the Entrepreneurship Park and the 50 million budget entrusted to private professional manufacturers for operation and management. all shall be handled in accordance with budget laws and regulations, and the Legislative Yuan may supervise them.

As for the fact that legislators questioned the entrustment of the Taipei City Convention and Exhibition Foundation for the renovation of buildings, it was because the foundation was the management unit of the Flower Expo Park, and the National Development Commission respected the proposal of the former municipal government, and originally planned to be renovated by the foundation. Recently, after consultation with the Ke Municipal Government and referring to the views of legislators, it is proposed to handle the renovation of the Entrepreneurship Park on its own. There is no case that the National Development Council subsidized the Convention and Exhibition Foundation as early as 103 years.

Zhongmin, chairman of the National Development Commission, further said that the National Development Commission has always attached importance to balanced regional development, and the development of the central and southern regions, Huadong region, or outlying islands is a key policy under promotion. I hope that legislators can also see the efforts of the National Development Commission in this regard.
