After listening to the report of the Ministry of Economic Affairs on the "Implementation Progress of Smart Electric Vehicle Development Strategy and Action Plan" on the 8th, Premier Mao Zhiguo said that the smart electric vehicle industry is a future trend of energy conservation and carbon reduction, and it is a quite important link in the "emerging intelligent industry". China's electric vehicle industry has achieved initial results under the cooperation of various ministries for many years. The development of domestic related industries has gradually attracted more and more international attention. At this opportunity, the industry is facing an opportunity to upgrade. In order to provide momentum for domestic industry growth, relevant ministries and local governments should continue to work together to promote it.

The Executive Yuan pointed out that motor vehicles account for 23% of all sources of airborne particulates and are one of the largest sources of pollution. In addition, for PM2.5 airborne particulates, research results from Canadian academic institutions show that the elimination of 100 diesel buses can reduce about 8,198 kg per year, and zero emissions from electric vehicles will effectively suppress these pollutants.

Premier Mao Zhiguo said that building Taiwan into a global model of green transportation vehicles and a major producer, and leading the industry to upgrade, is an important future task for Taiwan to declare war on carbon emissions. Therefore, the Executive Yuan revised the "Smart Electric Vehicle Development Strategy and Action Plan", adjusted the policy direction pragmatically, and continued to promote the pilot operation plan.

Premier Mao Chih-kuo pointed out that with the cooperation of inter-ministerial committees and the gradual implementation of policies on electric buses and electric locomotives, the overall electric vehicle industry has further improved in quality, performance and quantity, and has achieved initial results. Since the introduction of electric vehicles, 134 electric buses have been operated in various counties and cities in Taiwan, and 31,919 electric locomotives have been subsidized. In the future, we will actively replace old electric buses with new ones, continue to promote pilot operation projects, and subsidize electric locomotives and other policies to guide operators to continue to invest in development. With the expansion of industry scale and public acceptance, we believe that the industrial benefits and energy saving and carbon reduction targets can be expected.

Premier Mao Zhiguo stressed that at this stage, the domestic electric vehicle industry is facing an opportunity to upgrade. In order to provide new momentum for the growth of the domestic industry and let the public personally experience the pollution-free and low-noise living environment of electric vehicles, the business model of electric vehicles should focus on innovative thinking, such as separation of vehicles and electricity, battery leasing, cross-industry cooperation, etc., so as to make the products more attractive, so as to have a basis for promotion to the masses. We should also think about how to design and create intelligent electric vehicles to provide intelligent services, so as to demonstrate Taiwan's innovative and creative spirit.

In addition to instructing the Ministry of Economic Affairs to continue to handle the matter according to the approved plan, Premier Mao Zhiguo requested the Ministry of Economic Affairs, the Ministry of Science and Technology and other relevant ministries to form a special task force to improve the adequacy rate of electric buses, and requested the Ministry of Communications to evaluate and adjust the subsidy quota for electric buses. For electric locomotives, the Ministry of Economic Affairs is requested to assist operators promoting the separation of vehicles and electricity in obtaining places for battery exchange stations such as gas stations, and the Environmental Protection Department is requested to consider adjusting the quota for replacing new electric locomotives purchased by two-stroke locomotives and providing subsidies for high-performance electric locomotives. It also strengthens the energy link between the existing information and communication industries and traditional industries, promotes industrial transformation, upgrading and value-adding through supply chains, enhances the international competitiveness of domestic related industries, and expects Taiwan to become a national model and major producer of global electric green transportation vehicles.
