Tainan Mayor Lai Qingde not only hopes that the Yushan Science and Technology Association will cooperate with Tainan businessmen to promote industrial upgrading, but also welcomes Ruineng to invest in Tainan and jointly build a technological and low-carbon city. Tainan Mayor Lai Ching-teh said that many people may know that Tainan is Taiwan's first city and the cultural capital of Taiwan, but few people know that Tainan is also a low-carbon city. Mayor Lai believes that Tainan has an ancient culture and should have a new civilization. only in this way can Tainan gradually move forward between the old and the new. Mayor Lai stressed that it has always been the goal of the city government to build Tainan into a low-carbon and sustainable science and technology new city, and Tainan City was selected as the only low-carbon demonstration city in the south in one hundred years. In 2011, it launched "the first year of Tainan low-carbon City" to set up a "low-carbon City Project Office" to declare its determination to achieve a low-carbon city. In December of the same year, it was the first time for the whole country to promulgate and implement the regulations on the Autonomy of Tainan low-carbon cities. Promote the implementation of low-carbon city projects.

In addition, Tainan Mayor Lai Ching-teh believes that apart from promoting low-carbon green energy to cope with climate change and fulfill the responsibility of the global village, we can also reduce PM2.5 (PM2.5 refers to particles less than or equal to 2.5 microns in diameter in the atmosphere, also known as particulate matter that can enter the lungs. PM2.5 is so small that it can be sucked directly through the nostrils and then invade the blood vessels, which is really scary. Mayor Lai said that the biggest source of PM2.5 will be the gas emitted by locomotives, so if the government can combine the strength of the people to turn all Taiwan's locomotives into electric locomotives, especially Vice Minister Shen has just stated that many Taiwan have such conditions, because this is an effective way to reduce PM2.5, which can not only benefit people, but also promote the development of green energy industry. I believe that if we work towards this goal, the business opportunities of Taiwan's low-carbon green energy industry will certainly become better and better.

Shen Rongjin, vice minister of the Industry Bureau of the Ministry of Economic Affairs, said that due to global climate change, all parts of the world are working in the direction of sustainable energy, new energy technology, renewable energy and energy conservation and carbon reduction. In order to promote the development of green energy, the Executive Yuan has also put forward a green energy jump plan, selecting several industries such as solar photovoltaics, wind power, LED lighting, and so on, hoping to promote the development of green energy as a whole.
