Premier Mao Chih-kuo presided over a special meeting on September 16 entitled "Report on the Interim Results of the Innovation and Entrepreneurship Policy Conference." After listening to the report of the National Development Council, he said that Taiwan has entered the stage of innovation-driven economy, and innovation and entrepreneurship play a very important role in industrial restructuring. Today's start-ups may be the future stars of Taiwan's economy in the digital economy. The government will continue to strengthen relevant policies and measures to bring positive and positive benefits to China's industrial and economic development.

In order to raise awareness at home and abroad, Premier Mao Chih-kuo said that he would ask the National Development Council to coordinate the establishment of a stage to present Taiwan's innovative and entrepreneurial achievements. President Mao stressed that at present, various ministries and commissions have invested a lot of efforts in innovation and entrepreneurship, such as building Taiwan Innovation Arena (TSS), social enterprise settlement, TAF innovation base and other places. In addition to cultivating the ecological environment of innovation and entrepreneurship, it can also be transformed into a stage for presenting innovation and entrepreneurship achievements, which can not only open up domestic popularity, but also stimulate more entrepreneurs to invest; and can organize various international activities more systematically.

President Mao pointed out that the promotion of innovation and entrepreneurship should join the vitality of the people and enhance the participation of large enterprises. For example, some new activities can be promoted in a people-led way. At the same time, large enterprises should also participate in innovation and entrepreneurship more, so that innovative thinking can be added internally and then changed.

In addition, Premier Mao Chih-kuo also encouraged the Taiwan Innovation and Rapid System Matchmaking Center to take the initiative to find matchmaking sources with a goal orientation, and to further provide entrepreneur package services, such as finding rapid system targets, value chains, and even providing entrepreneur visas. In addition to thanking the efforts of all ministries and commissions, President Mao hoped that all ministries and commissions would continue to carry out innovation and entrepreneurship work and promote the development of innovation and entrepreneurship.

The National Development Council pointed out that in terms of encouraging social innovation and youth entrepreneurship,"Youth Entrepreneurship and Dream Fulfillment Network 2.0" was launched at the beginning of this year to provide one-stop entrepreneurial service resources; the social enterprise settlement and youth innovation base built in Jinhua Mansion were launched in May and August respectively. Innovation entrepreneurs can communicate, interact and integrate through different fields of entities and networks, so that innovation and entrepreneurship activities can be diversified. In addition, we will promote "Action Taiwan 368", which will tour 22 counties and cities in Taiwan every quarter, connect central and local resources, and connect local entrepreneurial communities in series to achieve "entrepreneurial resources to your home".

In terms of entrepreneurship laws and regulations, the National Development Council said that it has completed a total of 16 adjustments to laws and regulations such as talents, fund raising, company establishment, etc., for example: completing legislation such as the "Regulations on the Administration of Electronic Payment Institutions," the "Limited Partnership Law" and the "Company Law" for closed-type joint stock limited companies, opening private equity mass fundraising, and opening entrepreneur visas. These are all long-awaited systems in the entrepreneurial community, and the relevant bills complete their third reading within two to four months after they are sent to the Legislative Yuan for deliberation, demonstrating the innovation and efficiency of the policy.

In terms of international links, the National Development Council further stated that the International Innovation and Entrepreneurship Park was named "Taiwan Startup Stadium"(TSS), and a preparatory office was set up in Songjiang Building in May. In addition to leading start-up teams to participate in internationally renowned large-scale entrepreneurial events (such as: Singapore Echelon, Hong Kong Rise, etc.), TSS also cooperates with ten international accelerators such as Y Combinator to assist start-ups to grow and obtain investment.

In addition, the National Development Council states that the Ministry of Science and Technology has successively sent 14 start-up teams to Silicon Valley with subsidies, three of which have already been stationed in Silicon Valley accelerators. The "Taiwan Innovation and Rapid Manufacturing Center" opened in March this year to help turn ideas into products.So far, 314 manufacturers have joined the Rapid Manufacturing Alliance, and have assisted in matching 58 projects.

In terms of assisting start-ups in obtaining funds, the National Development Council pointed out that from December 1902 to the end of August this year, the "Start-up Angel Program" has reviewed and approved the 161 case, and the accumulated approved funds exceed 570 million yuan. In addition, the "Venture Capital Investment Plan" has invested through five venture capital companies such as Silicon Valley 500 Startup and Bencheng Venture Capital, with a total fund-raising amount of RMB 13.6 billion yuan. At present, Silicon Valley Venture Capital has invested in domestic start-ups.

The National Development Council said that in the future, ministries and commissions will continue to strengthen overall marketing and effective resources in place on the existing basis, as well as the overall benefits to domestic industries, and continue to carry out new work in combination with the energy of large enterprises and innovation and entrepreneurship.
