Since the illegal carrying of meat by Vietnamese passengers is second only to China, the Prevention and Inspection Bureau has taken samples of pork samples illegally brought into Vietnam since November 2018 and sent them to the Animal Health Service for testing for African classical swine fever virus. Huang Jincheng, vice chairman of the Council of Agriculture, said that on February 5, the Prevention and Inspection Bureau seized a Taiwanese passenger illegally carrying pork sandwiches and took Vietnam Airlines from Ho Chi Minh City to Tainan Airport. Since there has never been an outbreak of African classical swine fever in Vietnam before, the prevention and inspection bureau speculated that the meat may have originated in China or other epidemic areas and has notified Vietnamese authorities and the World Organization for Animal Health (OIE).

Jincheng explained that as of February 13, 2019, a total of 54 illegal meat products from Vietnam had been inspected, with the exception of the first case of African swine fever in Vietnam, which was seized on February 15. At the same time, two cases of meat from epidemic areas in China and Macao were detected with African swine fever, and one was the "three squirrels" brand pork jerky that passengers from Hong Kong flights abandoned in the dumping box at Taichung Airport. This is the brand was detected again. The other is the "coming to Iraq" pork jerky brought by mainland passengers from Macau to Taichung Airport. So far, there have been a total of 22 confirmed cases of African classical swine fever from China.

Huang Jincheng stressed that after African classical swine fever was detected in meat products entering Vietnam, it immediately reported relevant information through the Vietnamese representative in Taipei, the office of the World Organization for Animal Health (OIE) in Taiwan and various channels, and announced that from 6: 00 p.m. on February 15, tourists from high-risk areas, including Vietnam, need 100% inspection of their hand luggage until the African classical swine fever epidemic in Vietnam is brought under control.

Jincheng explained that Vietnam is currently an epidemic area of foot-and-mouth disease. According to the current law, a fine of 30,000 yuan is imposed for the first time to bring meat products illegally, and the second fine is raised to 300000 yuan, with a maximum fine of 1 million yuan. For the current pork products in Vietnam have been confirmed to contain African classical swine fever virus, the Council of Agriculture is currently working on the basis of penalties for tourists who illegally bring meat into the country from Vietnam, with reference to China, Hong Kong and Macao. Passengers are reminded not to defy the law.

International scholars will be invited to discuss how to prevent the cross-border spread of African classical swine fever.

Qiu Chuichang, director of the Animal Health Institute, said that in order to strengthen the integration of regional epidemic prevention information, it is expected that Chinese experts from the Food and Agriculture Organization of the United Nations (FAO) and epidemic prevention scholars from Russia, Japan, South Korea, Vietnam, Thailand, and the United Kingdom will be invited to Taiwan on March 7 and 8 to share their experience in preventing African classical swine fever. It is hoped that countries will work together to prevent the spread of African classical swine fever through their epidemic prevention experience and policy strategies.
