In order to provide carbon reduction solutions and increase the awareness of the outside world on the development of green industries, the European Business Association in Taiwan held the "2016 Wind Carnival" on the 3rd in the Turtle Shell Ecological Park in Daan District, Taichung. Wind power was used for BBQ barbecue on site, and power sources were provided for many demonstration robots. Five electric buses were also used as connection work on site to demonstrate the perfect cooperation between renewable energy and intelligent technology.

The opening ceremony of the event was jointly launched by Cai Qichang, Vice President of the Legislative Yuan, Freddie Hoeglund, CEO of the European Chamber of Commerce in Taiwan (ECCT), Shi Wenfang, Deputy Director of the Chinese Science and Technology Administration Bureau, Chen Yicheng, Director of the Taiwan Power Company, Cai Zhenzhen, Director of the Municipal Economic Development Bureau, and others, announcing the opening of a new era of green energy in Taiwan.

Cai Zhenzhen, chief secretary of the Economic Development Bureau, said that the Taichung City government has actively promoted various renewable energy policies and has achieved initial results. According to statistics from the Energy Bureau of the Ministry of Economic Affairs as of June this year, there are 341 wind turbines in operation nationwide, with a total installed capacity of 670.6 million watts. Taichung City has 59 wind turbines, with a total installed capacity of 129.4 million watts, accounting for 19.3% of the country's installed capacity, ranking second, with an annual power generation of 290 million kilowatts. It is equivalent to supplying 80,000 households with electricity, which is equivalent to planting about 14 trees in the area of Da 'an Forest Park. The total wind power generation capacity can meet the requirements of three administrative regions such as Dajia, Da' an and Qingshui.

Freddie Hoeglund, CEO of the European Chamber of Commerce in Taiwan, said that Taiwan's wind power density ranks second in the world, especially along the coast from Taoyuan to Yunlin, where there is a strong northeast monsoon in winter, making it the best place for Taiwan to develop wind power. During a meeting with Mayor Lin Chia-lung in August this year, he also understood Taichung's determination and vision to develop a smart green energy city, believing that wind power generation is definitely one of the main options for developing green energy in Taichung in the future.
